Objectives: The purpose of the WASH Team Leader (WASH-TL) position is to provide overall leadership, coordination and supervision of WASH Response interventions in IDP sites and staff in the targeted Woredas in Gedio zone. S/he ensures effective, high-quality WASH project implementation through close supervision, coaching and mentoring of WASH construction supervisor and hygiene promotion officer. S/he ensures that monitoring, evaluation guidelines and plans are followed in project areas to effectively contribute to the achievement of Emergency WASH response results and CARE's strategic objectives to address conflict induced displacement in Gedio zone.
Responsibilities and Tasks
Planning and Implementation of Program Activities
§ Facilitate project planning and ensures that it is done with full participation of the community and partners
§ Ensure that planning and implementation of WASH project activities are in accordance with national and global standards and CARE’s program principles, approaches, and procedures
§ Support the development of Woreda-level WASH project implementation plan preparation broken down by year, quarter and month plan, including infrastructure construction and WASH software activities.
§ Organize with the Logistics Team and other Program Support colleagues for materials and support needed for all activities.

§ Provide input and support to design of WASH components in project proposals
§ Ensure Sphere standards both qualitative and quantitative are considered and any departures documented.
Supervision, Monitoring and Capacity Building
§ Support and coordinate WASH needs assessment with Woreda partners, kebele and IDP site level, for capacity building in relation to safe drinking water supply, improved sanitation facilities and improved hygienic practices.
§ With the partners, develop a capacity building plan and facilitate training courses, cross visits and learning visits
§ Organize and facilitate joint participatory monitoring programs with the Woreda partners and community groups, both technical and management bodies, document lessons and provide feedback to the project office
§ Support and build the capacity of the frontline staff, including community level committee, volunteers and Facilitators for Empowerment, to have deeper understanding of the different technical areas of the project (WASH), participatory monitoring and evaluation, and cross cutting issues (gender and protection)
§ Supervise, lead, guide, orient, train, coach and support staffs (construction supervisor and HPO)
§ Build the technical and managerial capacity of the program staff in planning and implementing programs effectively and efficiently
§ Recommend or initiate personnel actions such as merit increases and other salary adjustments, promotions, transfers, terminations, and disciplinary actions including performance improvement plans
§ Promote and model a working style based on strict adherence to the organizational core values
§ Ensure that all program staff have appropriate individual operational plans linked to program priorities
Facilitate Learning and Networking
§ Establish strong and institutionalized working relationship with local officials, community institutions and other stakeholders working in project areas including displaced communities.
§ Keep up to date on development in the sectors, including best practices examples in country, and ensure ongoing personal development and learning
§ Prepare regular project progress updates at zonal level and discuss with representatives of the Woreda and zonal officials.
Reporting
§ Develop appropriate reporting formats together with project staffs and other relevant technical staffs
§ Collect monthly and quarterly performance reports from the Facilitators for Empowerment, HPO and construction supervisor.
§ Check and confirm the correctness of the reported activities, specifically beneficiary registration and appropriate targeting.
Gender Equity and Diversity
§ Ensure that gender equality and diversity values are upheld in the recruitment, orientation, performance assessment and management of Facilitators for Empowerment and HPO and construction supervisor.
§ Provide adequate time to staff to participate in gender sensitivity workshops and related events
§ Ensure that reports make reference to approaches used to address unequal gender relations
§ Ensure gender is fully considered throughout the project cycle with women being enabled to influence decision- making around WASH issues
Qualification (Know How)
A) Education/Training
· BSc/MSc Degree in Civil engineering/water resource engineering, Public health, Health Science or other related fields
· Has computer skill (MS-excel, MS-word and outlook)
· Has knowledge and skill in using design software (AutoCAD, Water Cad…etc)
· Has knowledge on emergency WASH response projects in different settings, (experience on refugees and/or IDP setting is advantages)
· Knowledge on national and SPHER standards
B) Experience
· 7 years for BSc and 5 years for BSc.
