Call for consultancy for Technical Advisor to Support FMHACA on Enforcement of Iodized Salt Legislation

Background:
Iodine deficiency disorder has been recognized as one of the major public health problem in Ethiopia. This was basically evidenced with the small coverage of adequately iodized salt in the country in the last two decades; 28.4% in 2000, 19.9% in 2006, 5.1% in 2009, 5% in 2011, 43% in 2014 and 23% in 2016. Despite the improvement in the coverage since 2011, it is yet to reach an acceptable level where IDD problems become no more public health concern.
Once the legislation was in place, FMHACA has been striving in the last six years to enforce the legislation based on the developed directive. However, the enforcement of the regulation has various shortcoming which includes lack of skilled human power, effective coordination between federal and regional FMHACA offices, inspection tools, weak handling & uses of information system, and exchange of information and lack of sufficient capacity to execute the inspection of iodized salt.
Currently, USI program and enforcement of the iodization legislation is regarded as an absolute necessity and the government along with partners are closely working to improve the existing USI enforcement. In this regard, NI is planning to work with FMAHCA to conduct survey to create an effective information exchange system among regional and Federal FMHACA inspectors and develop revised program Monitoring and Evaluation tools to be used by regional and federal level regulatory offices.
Hence, this ToR is intended to support FMAHCA to successfully achieve the above mentioned initiatives by putting a Technical Assistant that will provide support detailed in the following section. This TA will also work with the other TAs put by NI in Federal Ministry of Industry (FMoI) for harmonized and effective program implementation.
The consultant will jointly report to NI USI/FF SPO and Director of Inspection directorate at FMHACA and will observe government's official hours.
Overall objective:
The Technical Advisor for Food Medicine and Healthcare administration and control Authority of Ethiopia will provide tools, plans and methods that will improve the enforcement activity and create stronger coordination among the Federal and regional regulatory bodies.
