Shaping a stronger Oxfam for people living in poverty
A new Oxfam Country Strategy was finalized in 2015 and a Country Operating Model in 2016. A transition process has been completed to amalgamate all existing Oxfam operations in the country under one roof. A new operating model has been introduced for Vision 2020 and will be rolled out and embedded in Ethiopia over the next 3 years. A key component of this is the establishment of an Executing Affiliate (EA) to operationalize the Oxfam programme in Ethiopia, under the oversight of the Oxfam International Country Director. As the legally registered entity in the country, it employs in-country staff, is the asset holder, primary contract signatory with in-country donors and suppliers, manages finances and provides back-office support and IT systems, and represents the Oxfam Confederation in the country. Complementing the work of the Executing Affiliate are Partner Affiliates that provide funding (restricted and unrestricted), thematic expertise and influencing capacity.
Following the recent political unrest as well as food insecurity in South Sudan and to some extent, the favorable conditions to cross the border (e.g. dry weather condition), more refugees are crossing to Ethiopian side in search of safe haven. This led to government and UNHCR to consider the establishment of a new camp in October 2016 to accommodate the new influx of refugees. As per UNHCR update provided in early March 2018, more than 90,000 refugees are living in the new camp (Nguenyyiel) in Gambella. Due to the current political and food security situation in South Sudan, new refugee influx is crossing the border, UNHCR is expecting more to cross the border which demands basic services to be made ready to meet the required humanitarian need.
Following the influx from South Sudan and a decision to open the new camp that currently accommodating 90,000 refugees, Oxfam has been tasked by UNHCR & government to provide both Emergency and Sustainable WASH since Jan 2017. Oxfam is committed to providing timely humanitarian assistance to these refugees in the new camp and reception Centre and to increasing programme impact by strengthening the effectiveness and accountability of our humanitarian work.
Team Purpose
Ensure that support on safe programming is available for and is provided to EFSVL, WASH, Gender, Protection and MEAL teams across Oxfam Gambella Region.
Job Purpose
The Protection Specialist is responsible for the implementation of Protection activities in refugee camps and host communities in Gambella; support WASH and EFSVL technical teams in protection analysis, risk analysis, and safe programming.
