1. Background:
Christian Aid (CA) is a UK and Irish based international NGO working in Ethiopia since 1973. We work in areas of Climate Change, Inclusive Market and Humanitarian Response.
Christian Aid is seeking for a team of consultants (with a maximum of 3 members, preferably from climate science, agriculture/Agro-met/NRM and Hydrology/Hydro-Met) to conduct a baseline data collection and technical support for its Climate and Meteorological Service Advancement programmes in Ethiopia.
BRACED (Building Resilience to Climate Extremes and Disasters) is a flagship DfID programme under the International Climate Fund. In partnership with National Meteorological Agency of Ethiopia, Farm Africa and Mercy Corps, the project aims towards establishment of a National Framework for Climate Services.
2. Objective and Scope:
The objective of the baseline study is to assess and understand, among others;
· The capacities of relevant institutions in the country with regard to the five Global Framework for Climate Services (GFCS) pillars, namely User Interface Platform, Climate Service Information System, Observations and Monitoring, Research, Modelling and Prediction and Capacity Development across all pillars.
· Mapping of stakeholders and actors in the national chain for climate services. These are key stakeholders in the chain linking climate knowledge with action on the ground (users/providers/co-producers/communicators /boundary organizations/enablers/partners).
The level of capacity of all the stakeholders covering the full climate services cycle from development to use at national and local levels – ( assessing the capacity of climate service providers in the country including the National Meteorological Agency of Ethiopia/NMA, users (1st level users namely, Ministry of Agriculture and Livestock Resources, Ministry of Water, Irrigation and Electricity, Ministry of Health and National Disaster Risk Management Commission) and end-users) and boundary organizations –to identify the critical gaps that exist to co-produce, deliver, communicate, use and evaluate salient climate services and determine opportunities for improvement.
· Climate services that are currently being provided, existing needs and gaps that exist in climate service delivery.
· Coordination mechanisms among institutions for providing climate services, the current status and any existing gaps.
In addition, the consultant is expected to;
· Provide technical guidance and framework to sectoral technical sub-task forces so that they can come up with sectoral action plans and priorities
· Consolidate sectoral action plans in to one National Action Plan document and draft NFCS, including guideline for stakeholder learning and coordination.
· Climate Roadmap/Implementation Plan
I. Prepare short term, medium and long-term plan by identifying gaps in existing capacities and corresponding solutions for institutional arrangements, human resources inclusive training needs, technical (including technology needs) and policy needs of Ethiopia’s climate services.
II. Prepare a cost analysis for the components of human resource, climate services to sectors activities, capacity development (human and technological) and policy development;
III. Together with the NMA and other partners, facilitate a national consultation and a High Level National Action Plan Endorsement workshops.
The consultant is expected to have:
· At least Master’s Degree in Climate Science / Environmental Science, Agro-Meteorology, Hydro-Meteorology, Agriculture, Natural Resources Management or related discipline with at least 10 years of professional experience in the area. Holding a Ph.D. Degree is a plus.
· Proven experience in climate observations, climate outlook and early warning systems, fundamental climate research, climate risk assessment; DRR and Climate Change Adaptation.
· Proven experience in strategy formulation, policy planning, proposal writing, baseline/end line assessment and facilitation of high level consultation events.
· Proven excellent communication and writing skills with at least 5 years’ experience in participatory consultative process involving various stakeholders.
· Knowledge about NMA policies, rules and regulations, products and services, including knowledge about NFCS/GFCS is an advantageous.
