Organizational Context and Scope
Migrants across the Horn of Africa (HoA) chose to leave their country for different reasons in search of better lives. Many start their journey without having sufficient information and often end up stranded along their way and become vulnerable to many risks including, human trafficking. The capacity of local authorities and governments to face these movements and ensure migrants are treated with dignity and protected, remains very limited.
To assist the national authorities, IOM has been setting up Migrants Response Centres (MRCs) along the routes between Eastern Africa and Europe/or the Gulf countries aiming to assist vulnerable migrants and offer them the option to return to their home country.
MRCs have been set up in multiple countries around the region, including Ethiopia. Ethiopia represents, indeed, an important transit but also source country of irregular migration in the region. People leave because of poverty, lack of job opportunities, political turmoil and deteriorating environmental conditions. While the two centres are operating since more than three years, the minimum standards of the services provided in the centres are not met yet
Assessments conducted in the context of the AMMi initiative, have shown how immediate action has to be taken in order to improve the service offered by the EMRCs particular with regards to:
1. Meaningful referral;
2. Equal access;
3. Registration, Profiling and Identification of Vulnerabilities;
4. Provision of services (health, Psycho-social, NFIs, food and accommodation);
5. Information sharing.
Considering this, IOM is seeking a consultant to develop a guideline on the minimum MRC service standards, MoU, SoPs and vulnerability assessment tool in order to increase the capacity of those centres to assist migrants in respect of their fundamentals rights and ensure particularly vulnerable migrants are granted assistance and protection.
Objective for the consultancy:
Under the direct supervision of the Sr. Project Assistant: Psychosocial and Research, the consultant should develop a guideline on the minimum MRC service standards, MoU, and vulnerability assessment tools that will guide responsible entities in the management of the MRCs in Ethiopia, including ensuring that an MoU is signed between IOM and National Authorities and SOPs are developed and signed among relevant stakeholders and vulnerability assessment tools in place.
