Education and Social Program Manager (Edu PgM) supervises one or more program(s) - involving one or more sectors, and/or one or more projects - and is in the widest sense of the word, responsible for the successful implementation and development of program(s) and sector(s) under his/her supervision. In particular, PgM is not only responsible to attain the specific results in terms of proper quality and time of the activities, but also to ensure that all necessary administrative/financial rules related to the implementation of those activities are followed. PgM is also responsible of achieving the intended change in the community and according to the program/project indicators.
PgM works under direct supervision and report to the Head of Programmes (HoP) or Country Director (CD) in case of absence of the HoP.
The implementation of his/her tasks is usually conducted through managing a team of other employees. Ideally, PgM directly supervises a team of Project Managers (PMs), each of them directly responsible for one or more projects. However, in case of absence of one or more PMs, and whenever requested by the HoP, the PgM acts directly as PM for a one or more specific project(s) or a specific activity or a set of activities, including the necessary representation toward possible third parties involved in the project(s).
In general, the PgM is part of the senior management of the country Program (CP) and has the duty to contribute to the whole life and management of the CP as requested by his/her supervisors and according to PIN’s internal procedures.
In particular, the PgM supervises everything related to the project cycle management in his/her sector/program, such as: planning, needs assessment/identification, proposal preparation, budgeting, monitoring, reporting, financial management, cash flow planning, management of team, logistics, follow up of all contractual obligations like (donor's contract, project reports, etc.).
Job Description:
· Manage multiple project cycles including planning, needs assessment/identification, proposal preparation, budgeting, monitoring, reporting, financial management, cash flow planning, etc
· Oversights of ongoing project, specifically ensuring all project contractual obligations are met by individual project teams.
· Ensuring all the necessary national level administrative outputs (narrative and financial reporting, evaluations, etc.)
· Ensures that project complies with PIN policies and guidelines
· Responsible for initiating, following, and ensuring the proper execution of procurement procedures
· Management of program team following PIN HR manual
· Ensure proper processing and documentation of all tenders
· Direct involvement and supervision in the launching phases of new project
· Primary responsibility to follow all contractual obligations (project document + donor's contract)
· Communication and solving of all changes related to budget, time frame or project's results
· Building up the team spirit and good personal relations
· Collecting of all necessary information in the given sector and initiation of new projects/ programs
· New proposals writing in close cooperation with Head of Programmes
· MA degree in Education or other related fields of study with 7 to 9 years of relevant work experiences on the sector and minimum of 2 years’ experience in Program Management.
· Specific experience on managing education and social programs is highly advantageous
· Knowledge or experience of Child protection, Basic education and TVET-related programming is advantageous
· International or local NGO experiences is advantageous,
· Strong staff management skills
· Excellent planning and organizational skills,
· Very good communicative skills with government stakeholders and donor,
· Ability to work independently and with team,
