Background
The Displacement Tracking Matrix (DTM) is a system to track and monitor population mobility. It is designed to regularly capture, process, and disseminate various layers of information to provide a better understanding of the evolving needs of a displaced population, on site or en-route. Since 2012, the International Organization for Migration (IOM) Special Liaison Office (SLO) in Addis Ababa works with the Government of Ethiopia and Humanitarian Partners to conduct internal displacement monitoring in multiple regions (Afar, Amhara, Gambella, Hareri, Oromia, SNNP and Somali) of Ethiopia. The European Commission for Humanitarian Aid and Civil Protection (ECHO) and the Office of U.S. Foreign Disaster Assistance (OFDA) funding the project.
Core Functions / Responsibilities:
Under the general supervision of the DTM Officer and direct supervision of Information Management Officer (DTM), the successful candidate will specifically undertake:
1. Support the administration of IOM’s database systems to gather and process information required for DTM’s (biometric) registration systems.
2. Support IOM’s data management and IT systems in the field for its registration activities.
3. Assist in data and information processing and analysis, providing recommendations for further technology integration possibilities upon the implementation of the developed system.
4. Liaise with the IMO and Senior Database Officers to provide timely intervention in case of any system irregularities that may occur during field operations.
5. Support with technical and information-sharing meetings regarding the design and use of the developed database systems.
6. Support the implementation of IOM ITC Standards, policies and guidelines, in particular with regards to the databases and information systems being developed or implemented.
7. Assist in documenting, developing and delivering user manuals and training programmes for the developed and tested databases and systems.
8. Support the main data flow processes for the effective collection, storage, processing, and analysis and reporting of the data.
9. Monitor the required performance of the developed databases and systems to prevent and minimize downtime or service interruptions; coordinate planned systems (Software/Hardware) upgrades when necessary, and daily monitor adequate completion of databases and systems backups.
10. As required, to provide remote or onsite technical support for all IOM locations in Ethiopia as necessary in relation to the implementation of the developed databases and systems.
11. Participate in training, seminar, workshop, and technical meeting to develop the capacity of the staff members and the stakeholders concerned, when necessary and more specifically provide training (including training of trainers) to the intended users of the database systems regarding the design and the application of the database systems.
12. Perform such other duties as may be assigned.
Required Qualifications and Experience
Educational Qualification
Professional Experience
· Experience working with individuals at community level, thorough knowledge of rural areas of Ethiopia and willingness to work in remote areas
· Five year of experience for degree holders working with International NGOs
· Ability to transfer skills and knowledge on data collection, processing and analysis
· Flexibility to perform and deliver in difficult and rapidly changing situations essential
· Knowledge of Open Data Kit (ODK) technology to facilitate and speed up data processing is an advantage
· Proven experience of planning activities and managing human resources
· Works effectively with clients and stakeholders
· Plans work, anticipates risks, and sets goals within area of responsibility
· Displays mastery of subject matter
· Contributes to a collegial team environment
· Incorporates gender related needs, perspectives, and concerns, and promotes equal gender participation
· Displays awareness of relevant technological solutions
