Save the Children is currently implementing programs in the following thematic areas: Health and Nutrition, Child Protection, Education, Humanitarian, etc. in all regions of Ethiopia through its field offices.
Ethiopia country office has been implementing Basic Education (BE) Integrated with Food Security (FS) as an independent project in 1st phase from 2013 to 2015 in South East and Eastern Zones in Hintalo Wajirat, Enderta, Dagua Temben, and Kilete Awelaelo Woredas of Tigray in 35 schools and communities around them. The impact of the project confirmed very effective through different result review meetings, monitoring activities and through an evaluation carried out by an independent consulting firm. As a result, the donor agreed to continue develop second phase project. The existing Education integrated with Food Security Project ready for evaluation was under implementation from January 1, 2016 and will be concluded December 31, 2018. The major components of the project are Emergent Literacy and Math (ELM), Numeracy Boost (NB) improving the Quality Learning Environment (QLE) of the target schools and ensuring Food Security status of the vulnerable Households who have children at school. The project is being implemented in partnership with Tigray Regional Education Bureau, Tigray Regional State Agriculture and Rural Development Bureau, Woreda Education and Agriculture and Rural Development Offices, and schools. Cluster supervisors, school principals, deputy principals, PTAs, teachers, students, “O” class facilitators, parents and parents group, agricultural input beneficiaries, development agents and communities were key stakeholders at the grassroots level. The project final evaluation involves obtaining data from those involved in the project
The purpose of this survey is to measure improvements made due to the project intervention against the baseline assessments. In addition to this the project also needs to document, sustainability and scale up strategies and the lesson learnt in the project implementation for future program designing and learning purpose.

An external, independent consultant will conduct the project evaluation;
This evaluation will be open for all legally registered consultancy firms or consultants. The firm shall consist of professionals with the following relevant backgrounds.
The Evaluator(s) shall have the following expertise and qualifications:
· A minimum of post-graduate degree in Education, Social work, Economics with sound knowledge in Early Childhood Care and Development (ECCD), Numeracy boost (NB) and livelihood.
· Excellent understanding and experience in Education Integration with Food security; mainly on ECCE or pre-primary education and Numeracy Boost and livelihood
· Renewed License
· Proven experience in conducting quality evaluations and assessing education and livelihood programme
· High quality writing and reporting skills
· Has relevant team members with working experience in evaluation and in the thematic area; (both education and livelihood)
· Have experience on quantitative and qualitative research methods.
· Child rights programming skills
· English language is essential; local language skills would be a plus “
