Job Summary
Under the supervision of the Project Manager, the Environmental Compliance Officer is responsible for overseeing program compliance with United States Government (USG) and Government of Ethiopia environmental regulations, and program adherence to requirements as laid out in USAID Initial and Supplemental Environmental Assessments and Pesticide Evaluation Report and Safer Use Action Plan (PERSUAP) and its amendments.
In close coordination with the consortium Environmental Compliance Specialist (ECS), the Environmental Compliance Officer will work closely with the field team to ensure SPIR DFSA environmental compliance is followed accordingly in all target communities of East and West Hararghe. He/she will be responsible for ensuring that project team and local government partner staffs at Woreda and zone level understand SPIR’s Initial Environmental Examination (IEE), Environmental Mitigation and Monitoring Plan (EMMP) and other USAID environmental compliance conditions. The ECO will also have the responsibility to support the consortium Environmental Compliance Specialist in ensuring that the recommendations made by USAID in the project’s Initial Environmental Examination (IEE)and Environmental Status Reports (ESR) are implemented across program activities. He/she will also ensure that plans are executed accordingly and, continuously monitor whether or not plans are implemented properly. He/she will identify gaps in meeting environmental compliance in the field and identify possible solutions in close coordination with the rest of the project team and the environmental compliance specialist.

A) Education/Training and Experience
A minimum Bachelor’s degree in environmental sciences/engineering, natural resource managements or, other related subject.
Required:
§ Bachelor Degree in Environmental Science/Engineering, Natural resource management, Soil and water engineering, or related field of study and a minimum of 6 years’ progressive professional experience with similar responsibilities.

VII. Working Conditions and Level of Travel Required.
This position is based in the CARE Field Offices in East Hararghe and West Hararghe. The incumbent is expected to work in Kurfa Chelle and Girawa, woredas if assigned for East Hararghe field office and in Chiro and Gemechis woredas if assigned for West Hararghe field office.
