In Ethiopia GIZ has been implementing development programmes on behalf of the German government for over 40 years jointly with our national partners. The focus of our work in the country is on vocational education, sustainable use of natural resources, land management and food security, biodiversity and forestry. Further programmes enhance the development of a sustainable textile sector and renewable energies. Against this background, GIZ Ethiopia is looking to recruit Finance Officer for GIZ-SSAP program as specified;
Position: Finance Officer

Responsibilities:
The incumbent is responsible for:
· Effective coordination with colleagues at the German Development Cooperation Office, SSAP Head Quarter and ATC in matters related to financial transactions processing.
· Ensure that the provided services within the section are done correctly according to GIZ Financial and Accounting guidelines, rules and regulation.
· Ensuring that the provided accounting services within the section are done correctly and supports the program office to meet reporting deadlines.
· Provide a high level of internal and external customer service including taking ownership of customer queries and complaints and following issues through to completion.
· Overall smooth functioning of the office operation.
· Processing of projects claims, requests and vouchers and regular submission to GDCO
· Inflow and outflow of funds from the bank.
B Tasks:
1. Finance Management
· Responsible for banking matters and all bank account operations.
· Monitors monthly income and expenditure.
· Manages correspondence letter to the necessary offices when needed.
· Monitors account payables/receivables and gives monthly feedback to the Program Manger
· Responsible for creditors and debtor’s administration including local subsidies and local consultants.
· Prepare transfer slips and/or other bank documents.
· Arrange and facilitates monthly payments – local and foreign currency related transactions.
· Manages and process private use of project materials and invoicing.
· Manages fund requirement and transfer request.
· Manages monthly financial booking closing and bank reconciliation.
· Prepares financing agreements.
· Make all cash and check payments of the program.
· Record financial transactions on cash and bank books on daily basis.
· Ensure accurate and timely processing of payments.
· Process and issue the program’s official Cash Receipt for all incoming cash and Withholding Tax Receipt to the payer wherever applicable.
· Maintain records of recent advances which are not yet processed in WINPACCS and provide to the accountant and/or Finance Manager when requested.
· Follow-up and collect balances due to GIZ on travel or other advances issued to staff members.
· Maintain and file financial documents properly.
· Follows-up on collection of VAT receivables, monthly Withholding tax payments and telephone and internet bill settlements.
· Reconcile physical cash and bank balances with the books balance.
· Reports when there is surplus or deficit of cash money.
· Perform any other tasks as may be required.
· Keep financial records in line with GIZ standards.
· Ensure an accurate and timely monthly closing of the cash and bank accounts to send to GIZ Office for further processing.
· Support financial audits.
· Contribute as required to the duty of Best Value.
· Perform other duties and tasks at the request of management.
2. Internal Control
· Reviews the classification of all vouchers/receipts according to completeness and to cost centres/cost category/legal as sent by the projects and corrects them if required.
· Provides advice and guidance in financial matters to projects.
· Manages internal control based on GIZ’s internal control manual (Internal Administrative Handbook)
· Is involved in annual IK-schedule and reports.
3. General Duties
· Immediately reports all problems involving finance and regulations to Program Manager.
· Assists the staff.
· Make payments throughout the regions of Ethiopia
4. Other Duties/Additional Tasks
· Assists in and/or carries out other project activities and tasks, as assigned.
Required qualifications, competencies and experiences
Relevant Qualifications:
· College or University degree in Accounting or Financial Management or a related field
Professional Experience
· Minimum of 5 years work experience in a professional/similar environment
· Experience of working in a fast-paced environment and under pressure
Further Knowledge
· Excellent command of MS-Office
· Good command of English
Other Qualifications
· Thorough knowledge of GIZ financial instruments and procedures
· .at least one-year GIZ working experience in finance related tasks
· Trustworthiness and ability to maintaining strict confidentiality and observing data protection and associated guidelines where appropriate.
· Ability to organize and prioritize several tasks at the same time.
· Ability to work independently, unsupervised and as part of a multicultural and international team.
