ROLE PURPOSE:
To carry out Monitoring, Evaluation, learning and Accountability functions and services needed of Aba’ala OFDA emergency nutrition and wash response project office. the position holders insure compliance to standard project implementation practices as well as facilitate adoption and integration of organization quality improvement initiatives and quality frameworks.
Reports to: Aba’ala OFDA EMERGENCY NUTRITION AND WASH RESPONSE PROJECT Manager
Dimensions:
Staff directly reporting to this post: None for now!
Dotted line relationship- Addis based TTLS, CMAM officers, HN focal person, and Project office/operations manager
Functional relationship- National OFDA emergency nutrition and wash response project meal specialist, OFDA emergency nutrition and wash response project data manager
KEY AREAS OF ACCOUNTABILITY:
Child Safeguarding Responsibilities (if the position holder is focal person for CSG)
· Ensure all staff, partners and any representatives of Save the Children are aware of the child safeguarding policy, hub office risk assessment is conducted and mitigation plans are addressed, local procedure is established and all raised concern appropriately responded, and attend Hub and country office focal point meetings.
Safety & Security focal person Responsibilities ( if the position holder is focal person for S& S)
· Collect and circulate appropriate security information through the NGO Forum security mailing list and other modes of communication. This is a full-time role during a security incident
· Collect and manage security information for SCI , including contact information and Office/residence locations.
· Oversee the development of maps of office locations and security incidents.
· Develop and standardize “good practice” checklists for priority threats and share relevant security resources.
· Facilitate Security briefings
· Help to ensure that all new SCI staff is conversant with relevant security protocols
· Represent regional meetings with UNDSS, NGOs other external stakeholders and advocate NGO security challenges and needs
· Detect and analyse changes to local security environment
· Monitor security equipment to ensure proper functioning (e.g. fire extinguishers, first-aid kits, etc.),
· Provide immediate support and co-ordination during and after a security incident involving the MFI and MFI staff
· Report security incident to appropriate parties as per the policy,
· Ensure every member of staff takes on-line security training wherever possible,
Staff Management, Mentorship, and Development ( If applicable)
· Ensure and manage appropriate staffing within area of responsibility
· Ensure all direct reporting team have accurate and up –to- date JD
· Sets standard and agreed performance objectives for all direct reports
· Conducts at least 6 One-to-ones on monitoring meeting in a year and have documents as evidence
· Conducts midterm performance review at midyear for direct reports
· Conducts end line performance evaluation for direct reports, documents and submits to HR
· Ensure all new recruited staff gets Fraud, SS and Child safeguarding training and monitor the progress
· Ensure staff submit accurate time sheet on monthly basis on time
· Ensure that all staff understand and are able to perform their role in an emergency as well as in development contexts
· Manage the team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
· Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
· Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up
· Manage the performance of all staff in the program operations work area through:
· Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
o Coaching, mentoring and other developmental opportunities;
o Recognition and rewards for outstanding performance;
o Effective and timely management of poor performance
o Documentation of performance that is less than satisfactory, with appropriate performance improvements / work plans
· Perform any other activities based on Line manager’s assignment
