ROLE PURPOSE:
Under the overall coordination, close technical and managerial supervision of the INSPIRE/GAC Project Manager, the job holder will ensure the effective and efficient implementation activities directly related with livestock health, livestock marketing, income diversification, and fodder production are successfully implemented according to approved donor and government agreements. Contribute to the proper utilization of human, material and financial resources of the project in respective operational districts and comply with SCI financial, grant management and other approved guidelines.

KEY AREAS OF ACCOUNTABILITY:
· Prepare weekly, monthly & quarterly activities plan cascaded from DIP
· Ensure that livestock production & health activities that enable to promote the livestock products and marketing and this would create more income for communities.
· Ensure the overall livestock activities of the project are implemented according to the approved donor & government agreement
· Coordinate & facilitate the selection of beneficiaries of the project jointly with government based on the agreed targeting criteria.
· Coordinate to conduct capacity gaps assessment for community and government counterparts and organize capacity building training and resources & other logistic support as per identified gaps and constraints.
· Properly & timely compile all relevant documents as like as case stories, success stories, pictures, photographs and lesson learned during the implementation and constantly share it to INSPIRE/GAC team
· Provide all the written weekly, monthly and quarterly reports timely as required by SCI and the donor.
· Ensure the work plan relates closely to the regularly updated project work plan guiding the project implementation and progress towards completion.
· Ensure there is a system for networking and communication with local government partners, relevant line departments and community representations in the project area(s).
· Advocate to partners for project activities and objectives, and understand the project’s contribution to wider SCI goals and objectives.
· Work closely with Kebele development agents & woreda agronomist to link with project activities to their regular duties & responsibilities.
· Ensure that communities and partners are facilitated to plan, implement, monitor and evaluate the project activities for quality and sustainable development.
· Coordinate & support the efforts of fodder production & emergency livestock response
· Support the mass vaccination of livestock through technical & logistic support for government
· Strengthen private/government veterinary post through drug and material support.
· Monitor woreda level performance of the project in relation to the agreed MOU, workable procedures or new model that is introduced.
· Coordinate the action plans for assessments, monitoring, & joint review on the implementation and progresses of the project activities.
· Provide all the written weekly, monthly and quarterly reports timely as required by SCI and the donor.
· Conduct ongoing monitoring of the project against objectives outlined in the project using methods and tools developed by SCI or the project in collaboration with the project staffs
· Eensure the preparation and implementation of the work plan activities, including M&E activities, meetings & visits of the project area conduct timely in coordination with the zonal coordinator.
· Follow up the proper implementation of activities based on the agreed budget as per Detail Implementation Plan (DIP) or other planning documents.
· Create transparency and accountability by ensuring that resources are efficiently and effectively utilized within the project for the intended purpose.
o Ensure proper utilization of project budget as per DIP.
o Asset transfer, follow up and monitoring documents/formats are in place in all beneficiaries
o Closely check the budget utilization status as per the phased budget.
o Facilitate & speed up all procured improved chickens breeds, local breed shots & improved bee hives and bee colony as well as drugs & other material support to targeted households timely.
o Assist to strengthen the internal control mechanism of the project/office
· Have positive team spirit and maintain strong relationships with staffs.
· Contribute for proper performance management and ensure there is performance culture among the zonal staff.
· Ensure that all the livelihood activities of the project are incorporated into the respective government regular plan and monitoring points by the local leaders.
· Development or strengthening to work in closely with all local & woreda stakeholders and create ownership.
· Jointly monitor the performance of the activities in relation to community empowerment approach.
· Create smooth networking relationships and participation with wide stakeholders such as government, CBOs, community leaders and other key partners at local level.
· Facilitate the innovation and creative mind in initiating the integration of the three project components at household and community level.
· Translate the available economic potentials to improve the nutrition status at household level.
· Work with the community and the Zonal coordinator to address the challenges which can turn into great opportunities.
· Promote and come up with new innovation and simple ideas/technologies that will address some of the challenges.
· Provide technical and networking support in relation to integration of child rights and child protection policy (CPP) to staff at all levels.
· Be fully aware of how far INSPIRE/GAC project fulfills child rights in terms of SCI’s strategic and thematic plans.
· Ensure that Child Rights programming is effectively incorporated into all aspects of INSPIRE/GAC livestock works.
· Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.
QUALIFICATIONS AND EXPERIENCE
Essential:
· BA/BSc in Agriculture/Livestock, Veterinary.
· At least 2-years relevant experience in an international NGO or similar organization.
· Good technical knowledge of policy and practice in the field of livestock production and animal health, livelihoods, and development as well as other cross cutting issues
· A good understanding of development issues and the policy context in the operational areas and Ethiopia generally.
· An understanding of child rights and their protection and fulfilment in the development context
· Willingness to travel outside of the base frequently
· Basic computer skills.
· Monitoring & supervision skill
· Reporting writing skills.
· Ability to maintain effective working relationships with all levels of staff and other stakeholders.
· Ability to work in team, strong negotiation and analytical skills; ability to multitask and work under Pressure and tight deadlines.
