SUMMARY STATEMENT OF DUTIES AND RESPONSIBILITIES:
Under the joint supervision of EH Manager and the Camp Manager (administratively), the Sanitation & Hygiene Promotion Officer will be responsible in implementing the Hygiene and Sanitation activities of the EH project in Sherkole, Tsore and Bambasi Refugee Camps. In collaboration with the Environmental Health team and the WASH partners working in the camp, the Sanitation and Hygiene Promotion Officer is a junior management position and expected to manage the budget assigned for sanitation and Hygiene promotion activities during planning, implementation, applying different tools and monitor and evaluate the sanitation and hygiene promotion activities in Sherkole, Tsore and Bambasi Refugee Camps and transit center( if in case) in collaboration with social/incentive workers selected from refugees and EH officer working in that specific camp. He will be managing staff including incentive workers and additional sanitation and hygiene promotion staff as required.
Essential Job Functions:
· Participate in the project sanitation, Hygiene promotion activities planning, Implementation, monitoring and evaluation as per the SPHERE/UNHCR standard
· Take part in selection, train, manage and supervise refugee community social workers and provide necessary support
· Plan, organize and execute PHAST & CHAST training for Community Environmental Health agents, sanitation facility cleaners and sanitation facility attendants social workers and established school WASH clubs
· Plan and implement project monitoring and evaluation activities both hard ware and software activities in consultation with technical support from Senior Hygiene promotion Manager & Environmental Health Officer at the camp
· Monitor Institutional latrine construction and supervise refugee Environmental Health agents related to HPAST & CHAST training applications and follow-up activities to create healthy and environmentally friendly living conditions for the refugees.
· Facilitate and lead the grand sanitation campaigns both in schools and refugee communities
· Initiate and plan for procurement to ensure adequate supplies for sanitation and hygiene promotion activities in the grant period
· Manage and check finance and logistics allocated for hygiene and sanitation promotion activities in the project period are properly utilized for the planned objectives
· Prepare and facilitate Environmental Health Knowledge, Attitude & Practice, (KAP) surveys and IPs and donors project evaluation in designing, preparing questioners, data collection, entry, analysis & reporting;
· Liaison with the local government and the community in project implementation and cooperate with wereda health office other partners in preparation of action plan for conducting hygiene and sanitation promotion activities.
· Work with refugee leaders to identify volunteers/incentive workers for hygiene promotion/education;
· Take part in designing, production, and positioning appropriate IEC/BCC materials, in consultation with Hygiene Promotion Specialist, to promote the construction of sanitation facilities and the adoption of safe hygiene practices in the communities;
· Facilitate in documenting health, sanitation and Hygiene promotion related data and keep records on activities of hygiene promotion and sanitation;
· Prepare monthly progress reports on HP activities in the camp & submit to the EHM;
· Serve as the focal person for all activities related to sanitation, and hygiene promotion, activities in the refugee camp (implementation area) and if necessary in transit centers in BGRS;
· Participate in other environmental health activities as assigned by the supervisor.
· Respect and act on the guide lines set by the Camp manager and EH manager for the smooth Implementation of SHP activities jointly with EH officer;
