Request for quotation for Hand Dug well pump test, Somalia Region, Ethiopia.
1. CARE is one of the major international humanitarian agency delivering emergency relief and long-term international development projects. CARE ETHIOPIA has been working in Ethiopia since 1984 and is currently working in different regions. In Somali Region, CARE ETHIOPIA is implementing multi-sectoral interventions; including Water, Sanitation and Hygiene (WASH) for conflict and drought affected pastoralist communities in the region.
2. The Care Ethiopia now invites sealed Technical and Financial Proposal from qualified and competent companies who must be registered and licensed by the Ethiopian Government to carry on such technical work and business.
3. Location of the sites; All the sites are located in Somalia region of Filtu Zone. The table below shows the location of Hand dug wells

4. Scope of works; All three wells are hand dug wells. all wells have opening diameter of 1m.the following are scope of the works
a. Uninstalling and installing existing pump; safely removing existing solar pump and re installing after pump test.
b. Pumping Tests; two types of pumping test shall be undertaken once the dugwell. A constant rate pumping test and recovery measurement shall be undertaken using an appropriate electrical submersible pump and generator for a minimum of 24 hours, although the duration can vary according to the rate of the drawdown. The recovery test shall continue until a minimum of 90% recovery is achieved. The discharge shall be measured using a suitable-sized water container and a stopwatch, with suitable time intervals agreed beforehand with the EMPLOYER. The CONTRACTOR will follow the instructions of the EMPLOYER’s Supervisor regarding the duration of the constant rate pumping and recovery tests. The field measurements obtained shall be analyzed in order to identify the hydraulic characteristics of the well, optimum yield and the corresponding dynamic water level. Based on the analysis result, the capacity of the pump and pump installation depth will be determined. In addition, the capacity of the generator that is required to drive the pump will also be recommended.
A step drawdown test shall also be conducted with a minimum of 5 different pumping rates and for a minimum duration of six hours. The discharge shall be measured using a v-notch weir apparatus.
c. Disinfection; upon completion of test pumping, the CONTRACTOR shall disinfect the well with chlorine solution of a concentration of at least 0.8mg/liter.
d. Report; the CONTRACTOR shall compile a comprehensive report while shall in three hardcopies and a softcopy on a CD. The report shall cover contents agreed upon the EMPLOYER’s Supervisor. At a minimum, it shall include; a description of the activities undertaken and the personnel and equipment used; test pumping detailed data sheets and summary; the SWL; DW; safe yield; design discharge ,dug well depth and diameter; recommended pump position; pump and generator size
e. Environmental consideration; the CONTRACTOR shall abide by the Ethiopian environmental guidelines which shall be availed upon entering into contract with the EMPLOYER.
6. Proposal Format
a. The legal documents and technical Proposal: a prospective bidder shall provide legal compliance documents indicating he/she is legally allowed to undertake works related to drilling in Ethiopia. The bidder shall thorough describe how he/she will undertake the works spelled in this ToR, the equipment to be used, the personnel and other resources needed to complete the work.
Financial Proposal: a prospective bidder shall submit a financial offer for each site, separate from the technical proposal.
In the event of errors in the calculations of the lump sum costs or total prices in the financial proposal submitted by the bidder, the unit prices shall prevail and the lump sum costs and total price shall be recalculated accordingly before assessment of the bid takes place.
7. Time Frame of Consultancy: a prospective bidder shall indicate how long it will take to undertake works per site. The time schedule shall be part of the evaluation criteria.
8. Bid Evaluation: The Care Ethiopia will score bids based on financial proposal (50%) and technical proposal (50%). The final bid selection made by the Care Ethiopia is final and not open to justification. The evaluation process will be divided into 3 stage; checking the legal compliance and mandatory requirements, technical qualification and financial offer.
Stage 1: Legal compliance and mandatory requirement: This is a rejection or acceptance stage, missing any of the below requirement will lead to disqualification from further evaluation;
- Bidder’s) legal registration to carry out works related to drilling operations in Ethiopia
- Valid trading license
- Tax payer registration certificate and evidence of payment of taxes
- Owning the submitted bid (signing by person with power of attorney and bears company stamp)
Stage 2: Technical proposal: In evaluating the technical proposal, the EMPLOYER will consider the following;
– Schedule and qualification of personnel – 10%; factors like relevant qualification, experience and number of staff will be examined,
– Proposed method(s) of work – 5%; factors like relevancy, clarity and logic of methodology will be examined.
– General experience in drilling and drilling related activities – 10%
– Specific experience in drilling and drilling related activities in Somali region – 10%
- Equipment and machinery 10%
– Schedule of work – 5%
The passing mark for the technical evaluation to be eligible for financial evaluation shall be 25% out of 50% allocated for technical evaluation.
Stage 3: Financial proposal: In evaluating the financial proposal, the EMPLOYER will consider the following; from tenders which passed the technical evaluation, the lowest priced bid receives all 50 points (50%)
9. Payment Modalities: The CONTRACTOR shall submit his financial offer and the CLIENT shall pay as per below schedule;
Advance payment: The EMPLOYER (CARE ETHIOPIA ) will make advance payment in favor of the CONTRACTOR’S account in the amount of 20% of the total contracted amount which makes Birr XXX (XXX IN WORDS Ethiopian Birr) within 7 (seven) calendar days after the CONTRACTOR produces an BANK GUARANTEE for the same amount. Note that commencement of work is by no means tied to this advance payment.
The EMPLOYER will pay THE BALANCE of the contract price to the CONTRACTOR’s account upon full completion of entire works and submission and acceptance of the report.
10. The Care Ethiopia reserves the right to question and negotiate the unit prices in the financial proposal should there be considerably higher than current market prices. It is assumed that the CONSULTANT will give fair unit prices and that the quoted percentages for profit, administration, transportation and labor are in line with current practice.
