Specialist- Gender and Social Transformation

Objective: Under the guidance and direct supervision of the North Programme Office - WASH Project Manager, the Psychosocial and Gender Specialist leads on gender other venerable groups analysis in programming, and plans for and implements equality and positive transformation of gender and social norms in the WASH programme areas. The specialist support on gender policies and trends and relevant linkages to CARE WASH programme. The Specialist provides analysis for formulation of strategies and briefings to the Water+ team, Donors and Senior Management of CARE Ethiopia .
Responsibilities and Key Result Areas
1. Capacity Building and Training
§ Lead the development and implementation of relevant trainings on gender and social transformation programming to staff working on WASH project, government stakeholders and the community
§ Train facilitators of empowerment and other relevant stakeholders on psychosocial activities
§ Together with sector specialists, deliver GED and engaging men and boys training to all staff working on WASH project
§ Lead and Support empowerment facilitators to train SAA facilitators and VSLA group discussion facilitators
§ Support other S.Gonder Programme staff in Value Chain Analysis and IGA training activities to discuss gender issues within value chains and income generating activities
2. Program planning and implementation
§ Support regional, zonal and woreda level Women´s Affairs office to take lessons from WASH project and scale-up to other areas in the region; including support in development of training materials, etc.
§ Design and conduct project gender analysis, including participatory gender-sensitive value chain and market analysis with key findings and actionable recommendations, and integrate analysis results into a comprehensive gender integration plan;
§ Review and provide input to project work plans, with attention to gender equality, transformation and economic empowerment of women and discuss gender issues and priorities with project senior management and other technical specialists;
§ Design and develop work plans on women empowerment component of the project,
3. M& E, Learning and Documentation
§ Establish gender‐disaggregated information requirements for data collection activities and reports; and highlight gender-based constraints and issues in connection with all assessments, surveys, studies, etc.
§ Incorporate gender considerations into the M&E, Learning and documentation Plan, with an emphasis on designing indicators that will drive high-value project activities;
4. Partnership and Networking
§ Establish and maintain productive relationships/partnership with all levels of government offices and partners;
and promote the gender equality and transformation approaches of CARE Ethiopia.
§ Works closely with relevant resourceful organizations on psychosocial and gender equity to understand and benefit from existing knowledge and practices;
5. Leadership and Representation
§ Coaching of empowerment facilitators and other SWEEP project staff in inclusive facilitation techniques and in coaching of facilitators and Role Models
§ Coaching of Role Model Men and Role Model women in solidarity, support to develop their campaign ideas
A) Education/Training
B.A. Degree in social science, social work, psychology, sociology, education or other closely related field with experience on women empowerment.
B) Experience
5 - 7 years of work experience in the social science, social work, psychology, sociology, education or other closely.
