Summary:
At Holt International Children’s Services, Inc. (HOLT) the Africa region is part of the Africa, Latin America, & the Caribbean (Africa-LAC) department. This region (Uganda and Ethiopia) serves more than 46,000 children and individuals per year. In order to demonstrate program impact on children and families, the Manager of Program Design & Evaluation (MPDE) will support country program in program development, all data collection, analysis, and learning activities to help ensure program accountability, efficiency and effectiveness from start to finish in Ethiopia, Uganda and the region. S/he will provide technical field support to the monitoring and evaluation (M&E) unit for each country program. The MPDE will work closely with program teams to conduct situational analysis, design programs, support capacity building initiatives, and facilitate the collection of quality data under the supervision of the Regional Director.
S/he will collaborate with the program teams in reviewing and preparing monthly, quarterly and final narrative and financial donors’ reports. S/he will lead the program teams in proposal development, grants writing and setting up program indicators, implementation of processes, standard operating procedures and any other tasks related to grant procurement, implementation, monitoring, evaluation and reporting.

3. Ensures that programs adhere to reporting requirements for each funding source including: (1) private or public grant, (2) corporate donors, and (3) individual child sponsorship.

Qualifications:
KNOWLEDGE: Preferred background involves a Master’s degree in social work, health and human services, demography, sociology, monitoring and evaluation, statistics, economics or other social service field. Bachelor’s degree with extensive program work experience could be considered. Ability to speak and write in English is required. Practical knowledge of development concepts and child welfare programs is important. Proven skills in program development, and management, training abilities and monitoring and evaluation program development.
INFORMATION PROCESSING: Manages information flow from project to trustees and donors. Submits written and statistical reports in prescribed formats as required. Analyzes and synthesizes information to achieve project objectives, information that often requires close scrutiny due to its culturally diverse origins.
SCOPE OF RESPONSIBILITY: Ensures implementation of multiple work plans to achieve project objectives. Manages project’s compliance with Holt procedures and policies. Hires and directs local staff. Develops or recommends systems relevant to country’s social or legal systems to achieve project objectives.
INTERPERSONAL COMMUNICATION: Communicates effectively in cross-cultural environments. Develops and maintains productive relationships with in country officials and other individuals of value to the project. Maintains effective communication with the Holt Eugene staff. Trains others to achieve project results. Ability to resolve problems in a multicultural environment and among individuals with a wide variety of backgrounds and expectations.
IMPACT OF RESULTS: Directs daily implementation of overseas project to achieve project objectives in serving children and families. Represents Holt International with officials in the Africa region.
