Background
The Ethiopian Public Health Association (EPHA) is a legally registered national, independent, not-for-profit, voluntary Professional Association established in 1989 with a vision to the attainment of the highest possible standard of health for all Ethiopians. It has long years of demonstrated experience in implementing and managing projects supported by the U.S. Government through such institutions as CDC, USAID, the David and Lucile Packard Foundation among others.EPHA is a founding member of a continental Federation called the African Federation of Public Health Associations (AFPHA) and EPHA hosts the Head Office is the Federation in its premises.
On the 31st of August 2011, National Associations of Public Health in Africa including the EPHA established “The African Federation of Public Health Associations (AFPHA) in Yamoussoukro, Cote d’Ivoire. AFPHA is a non-political, nondenominational, non-governmental, professional organization, with the goal of bringing together all national public health associations of all African countries based in Addis Ababa, Ethiopia. AFPHA is hosted by the Ethiopian Public Health Association (EPHA)
The EPHA and AFPHA would like, therefore, to reply to the call for proposal of the Africa CDC which is writhing a competitive proposal on Strengthening of Surveillance, Disease Intelligence, and Health Information Exchange in Africa.
The Africa Centers for Disease Control and Prevention (Africa CDC), officially launched in Addis Ababa, Ethiopia, on January 31, 2017, is Africa’s first continent-wide public health agency. It envisions a safer, healthier, integrated and stronger Africa, whereby Member States are capable of effectively responding to outbreaks of infectious diseases and other public health threats. The agency mission is to strengthen Africa’s public health institutions’ capabilities to detect and respond quickly and effectively to disease outbreaks and other health burdens through an integrated network of continent-wide preparedness and response, surveillance, laboratory, and research programs
EPHA therefore is looking for a competent consultant as per the following specifications.
Purpose of the Consultancy:
The consultant will take the lead, in conjunction with AFPHA and EPHA to develop a compelling, evidence-based proposal for submission to the Africa CDC on 20th September 2018. The consultant will bring to the proposal writing process a thorough understanding and prior experience in competitive bid-writing for large institutional donors. Preferably, the consultant will have prior experience working in Public Health sector and/or designing programs that are aimed around Surveillance, Disease Intelligence, e-health or e-surveillance and Health Information Exchange.
Specific Tasks to be performed by the Consultant:
The consultant will develop, in consultation with AFPHA and EPHA senior management, a competitive proposal. The consultant will undertake at least the following tasks:
A completed, comprehensive bid/proposal for the Africa CDC Fund,
Time frame:
The consultancy is needed urgently therefore the task is to be started as soon as possible (Ideally by 1st September 2018) and completing on approximately 20th September 2018 (submission date of the bid).
