EngenderHealth seeks applications from experienced technical expert to serve as Policy and Health Systems Strengthening senior advisor the on an upcoming project (yet to be awarded), Family Planning by Choice Programme. The programme is part of a partnership between DFID and Ethiopian FMoH, and aims to provide Technical Assistance to the FMoH and RHBs to improve quality, equity, choice and financing for comprehensive family planning and safe abortion services in Ethiopia. This will be a local hire position, with an anticipated start date of June 1, 2018. Qualified women applicants are highly encouraged to apply and applications will be considered on first come-first served base. This position is subject to the successful award of the contract and the project is due to commence in 2018. The role will be for a minimum of one year and may be extended for the full duration of the project (2 years and 9 months).
JOB SUMMARY:
Under the DFID funded Family Planning by Choice (FPbC) programme, the Federal Ministry of Health (FMOH) and project partners envision to establish Center of Excellence (COE) for SRH with particular focus on family planning and abortion care at 11 teaching hospitals. The COE are envisioned to serve as models for service delivery, in-service training, mentorship and research. The COE will intern train, mentor and provide supportive supervision for 110 referral/general/primary hospitals to become “Quality Assurance Hubs” (QAHs), which intern will mentor health center across the country on FP and safe abortion care.
The Senior Advisor for COE will be part of the senior leadership team for the DFID funded Family Planning by Choice (FPbC) programme. The Senior advisor provide technical leadership in establishing Centers of Excellence for family planning and safe abortion services at teaching university hospitals. S/he will technically lead the design, adoption and institutionalization of sustainable model for Center of Excellence envisioned under the FPbC programme.
The Sr. Advisor will work collaboratively with the FPbC team, teaching hospitals, functional units within FMoH and Regional Health Bureaus (RHBs) as well as other relevant partners to design and implement innovative models of Center of Excellence that are sustainable, effective, and responsive to the local context. S/he will be responsible to lead the provision of high quality technical assistance to enhance the capacity of teaching hospitals on FP and safe abortion care service delivery, in-service training, mentorship, research and supportive supervision (including clinical audit). The Sr. Advisor will oversee and coordinate the technical assistance of FPbC assigned COE and QAH coordinators and build capacity of teaching hospital staff to effectively deliver mentorship and supportive supervision for QAHs.
The Sr. Advisor will be required to frequently liaison and consult with decision makers and experts with in Universities/Teaching hospitals, FMOH and RHBs and ensure the COE initiative is aligned with and responsive to government priorities and DFID funded FPbC programme.
