Consultancy service to study the utilization and effectiveness of educational Plasma TV in Ethiopian Secondary and Preparatory Schools
The British Council is the United Kingdom’s international organisation for educational opportunities and cultural relations operating in more than 110 countries and territories worldwide and has been in Ethiopia for the last 71 years.The British Council, which is one of the major partners of the Federal Ministry of Education of Ethiopia, has been involved and has made contributions to the development of the education sector in Ethiopia. Currently, through the Quality Education Strategic Support Programme (QESSP) funded by DFID, British Council is supporting the Ministry of Educations on capacity building; policy dialogue and enhancing evidence-based decision making capabilities.
Since 1994, the time when the New Education and Training Policy were formulated, Ethiopia has been promoting educational opportunities to students of different ages studying at primary, secondary and tertiary levels. The efforts have resulted in the expansion of access, equity, relevance and quality of education at all levels of the education ladder. For example, net enrollment at the primary level has reached currently around 98 per cent. But despite the aforementioned achievements, quality of education is not at the level desired to be by the government, families and all the concerned at large.
Fully cognizant of the problems of quality of education, one of the strategies designed by the Federal Ministry of Education, particularly at the secondary level, was the introduction of the Educational Plasma Television since 2005.
Through this technology, the Ministry intended to achieve, among others, the following main quality elements:
Although the Educational Plasma TV has been implemented for the last over a decade, neither its positive achievements nor its weaknesses have ever been systematically studied. Under such circumstance, it is hardly possible for the government to opt for future use or reject the resumption of the technology. It is with this understanding that the study on the implementation of the Plasma TV is found necessary and timely and it is to this end that this project is designed by the Federal Ministry of Education.
