ROLE PURPOSE:
The Humanitarian Operations Officer, under the direction of the Senior Humanitarian Response Manager, will play a key role supporting the overall humanitarian operations, providing direct support to Humanitarian Team members and field teams across Save the Children categorized response areas and to new emergencies. In addition, the post holder will support with proposal development, and to provide surge support during emergency responses.
Key Objectives:
1. Improved delivery of timely, quality and effective emergency response programmes that meet the immediate needs of children
2. Improved and sustainable systems, processes, and knowledge of emergency response across the organization
3. Delivery of a comprehensive package of emergency deployment mechanisms for staff and resources
SCOPE OF ROLE:
Reports to: Senior Humanitarian Response Manager
Dimensions: The role encompasses emergency response, chronic humanitarian programmes and resilience work across the country.

Support to humanitarian emergency programmes
· Liaison and work closely with field offices before, during and after emergency response in supporting and/or directly managing aspects of implementation of emergency response projects through the response cycle;
· Coordinate and support on planning and implementation of new Save the Children humanitarian responses and delegated programme budgets, logistics, HR and TA coordination in Ethiopia Country Office
· Ensure high quality communications materials are gathered and shared, including regular reporting and sitreps;
· Maintains emergency project tracker to be implemented and live projects in consultation with HU, Business unit and Award unit
· Follow up purchase requests from Field offices and work closely with the Logistics Team to ensure efficient delivery and support of humanitarian programmes;
· Follow up recruitment requests from field office and work closely with HR team to ensure efficient recruitment and deployment;
· Gathers contextual information through field visits and regular communications with the operation and present the information to humanitarian managers to enable them making effective and timely decisions
· Handle humanitarian related communications with Country and Regional Office.
· Provide ongoing support for organizational and operational objectives of the Emergency Response Unit
· Backstop the daily operations of emergency response programs to ensure appropriate response to context changes, mission, program, and beneficiary needs, lessons learned, and best practices;
· Manage timely and proper reports Sitrep, Weekly updates and HOT meeting minutes
· Coordinate communications between departments, including hub offices and the field; maintain open lines of communication with field team
· Collaborate with other departments to develop materials for emergency response interventions
· Monitor developments in crises areas by closely working with the field team
· Collect, synthesize, and analyze information pertaining to humanitarian emergencies and the response efforts of SCI, and draw upon that information to draft, edit, appropriately format, and disseminate a wide range of internal and external information products
· Coordinate closely with Emergency Response Unit M&E focal point and field personnel to harmonize information collection and respond to information requests.
· Facilitate requests between International SC Ethiopia CO and field Emergency Response Teams;
· Deploy as necessary to provide direct support to emergency response teams;
· Perform other duties as assigned.
Administration, documentation and support services
· Coordinates internal meetings, including preparing agendas, taking minutes, and following up on action point.
· Responsible to provide overall programmatic and administrative support to the Humanitarian Director and to the team
· Organise Donor and official visits to the programme areas
· File project documents, policies, formal communications and security reports.
· Handles general correspondences of the Humanitarian Department
· Follows up and prepares various reports on tasks management and information display
· Keeps track of the visitors’ list and dissimilate to the HD.
· Processing different permits like ARRA and Media permits for visitors
· Coordinates and helps to facilitate a variety of trainings and workshops
· Follows up and be responsible for flight booking, confirmation and hotel reservations for SCI staff and official visitors
· Issues orders for items to be bound, copied, laminated, as per requests made from departments
· Maintains confidentiality in all aspects of visitor, staff and organization information
· Checks and approves travel advances, settlement of utility fees, purchase, petty cash and other administrative payments

QUALIFICATIONS AND EXPERIENCE
· BA Degree or College Diploma in Social Science or Management or related from a recognised college.
· 2 years of relevant experience preferably in NGO setting for Degree holder and 4 years for Diploma.
· Has sound understanding on project management & coordination experience, preferably in Humanitarian contexts.
