Objective: The health and nutrition advisor of the Development Food Assistance (DFAP) reports directly to the project coordinator. S/he will be responsible to provide technical support on health and nutrition components of DFAP around assessment, planning, implementation and monitoring as per the approved DIP/annual work plan. In consultation with the immediate supervisor and close collaboration with DFAP thematic advisers, the health and nutrition adviser will lead monitoring, evaluation and periodic reporting of assigned elements of DFAP’s health and nutrition component in line with CARE Ethiopia’s vision, goals, and program principles, standards, approaches and long range strategic plan.
Job Responsibilities
Technical support on planning and program Implementation (35% of time)
§ Jointly develop annual work plan (DIP) and allocate budget to ensure the effective implementation through the implementing Zone and woredas offices;
§ Support PSNP targets on homestead production of nutrient-dense vegetables and fruits including their promotion at Farmer Training Centers (FTCs) and Model Farmers in collaboration with PSNP implementing institutions and other stakeholders;
§ Ensure provision of vegetable seeds, fruit seedlings, poultry and hand tools to the project targets using appropriate and sustainable approaches;
§ Ensure provision of poultry package complies with local government guidelines and meets the minimum nutritional requirement of the targets;
Training, capacity building and nutrition education (30% of time)
· Identifies technical staffing needs for nutrition, develops TOR and JD as required;
· Supports recruitment and ensure proper induction of new staffs like officers and facilitators at lower levels;
· Identification of training needs and capacity building, ensure adherence to donor and CARE guidelines;
· Assist project staffs to develop nutrition education to improve dietary practices, transform traditional attitudes to bring about behavioral change and contribute to improved nutrition and household income;
· Train PSNP staffs, CFs, volunteers and animators on essential nutrition actions (ENA) and IYCF;
· Promotes compost preparation for sustainable soil health, water management and keyhole/perma-gardening;
· Train health care providers, DAs and model women, VSLA leaders on the use and post-harvest storage of high nutrient foods (e.g. vegetable);
Monitoring, evaluation, assessment and reporting (15 % of time)
§ Assist in establishing DFAP’s health and nutrition baseline; Closely collaborate with DFAP’s M&E adviser to develop a monitoring system to collect periodic data for tracking progressive changes both in behavior and practice;
§ Prepare quarterly, high quality progress reports of performance of WATSAN, health and nutrition activities;
§ Participate in program monitoring and evaluation events conducted or initiated by DFAP or its counterparts;;
§ Prepare a monthly program and program support plan that helps to visit field activities and provide formal and informal feedback to the program staff in terms of recommendations for improved performance;
· Assist in the development of indicators of food consumption such as dietary diversity, changes in frequency and trends in early warning systems and DRR to increase the project’s ability to detect forthcoming shocks and support intervention plans with resilience of households or livelihood groups;
Networking and promotion of learning (15% of time)
§ Keep up-to-date with developments in the program, including best practice examples ensure ongoing personal development and learning;
§ Work with program advisers to identify and document DFAP’s best lessons;
§ Network with program units of CARE Ethiopia that address other determinants of malnutrition (SRH, WASH, GROW and others), and create partnerships to enhance integration and learning for health and nutritional impact;
· Organizes and participates cross-visits, produce report on good practice and case stories;
Qualification (Know How)
A) Education/Training
BSc degree in nutrition, agriculture, food science or related. Desired: MSc degree.
B) Experience:
Required:
§ 6-8 years of experience working on nutrition, agriculture, food security and livelihoods.
Desired:
§ Experience in development oriented NGO with nutrition sensitive agriculture or food security;
§ Experience with gardening primarily for nutrition and income generation;
C) Competencies
