BACKGROUND
The Last Ten Kilometers (L10K 2020) Project of JSI Research & Training Institute, Inc. (JSI), with funds from Bill & Melinda Gates Foundation (BMGF) and United Nations Children's Fund (UNICEF) has been implementing community-based maternal, newborn, and child health strategies since 2008 to contribute to the achievement of Ethiopia’s Reproductive, Maternal, Newborn, and Child Health (RMNCH) related targets of the Health Sector Transformation Plan (HSTP).
L10K2020 re-scoped its project to align with the Bill and Melinda Gates Ethiopian Integrated Health Plan (EIHP). As such L10K 2020 focus has shifted from implementation support to systems support with focus being RMNCH, since October 2017. The level of support will be both at Federal Ministry of health and the four big regions (Oromiya, Amahara, Tigray and SNNPR) and selected Zones in the four regions. L10K 2020 will be using embedding technical staff at FMOH, RHBs and Selected Zones in the four regions it operates as one of strategic approach to providing systems support. To enhance the capacity of RHBs/ZHDs and enable them provide support to Woredas under their preview to achieve the HSTP targets.
OVERVIEW OF THE POSITION
The Technical Advisor will be placed under the advisory team in the state Ministers office for program and will provide overall strategic and technical guidance in RMNCHN. The role of this position requires to combine varies approaches to ensure priority programs/initiatives/activities set by the state Minister’s office in areas of RMNCHN are on track. Hence, the position holder will play an important role in building relationships at relevant levels to ensure the system is keen and capable to work together towards the priorities of the state minister’s office on RMNCHN. The position holder will support the leadership of respective directorates and others units within FMoH in planning, performance management, global and national evidence use for problem solving and capacity development. S/he is expected to be an outstanding professional with strong track record of high level technical expertise and inspiring leadership to improve performance
KEY DUTUES AND RESPONSIBILITIES
- Provide strategic and technical guidance for the rollout of the implementation of the national RMNCHN strategy by FMOH and regional health bureaus
- Act as the focal person on the RMNCH agenda to offices of State Minister and take lead to insure the respective directorate gets high level technical guidance
- Lead the collaboration with other sectors, organizations and projects to ensure synergy and strengthen inter-sectoral effort and coordination to address RMNCHN initiatives
− Provide support in strengthening the use of data and evidence, across all levels of the health system to improve the planning and Influence decision making
− Work with FMOH/RHBs in designing tools and guides for monitoring, learning and scaling innovative solutions towards improving RMNCH services
− Ensure the initiatives/activities on the RMNCH are well aligned at all level towards the priority targets
− Lead collecting, analyzing and sharing of data to formulate a clear image of progress on the RMNCH agendas
− Expedite regular monitoring of the selected high impact RMNCH indicators to ensure the system is making advancement against set targets
− Timely identification of bottle necks in implementation of RMNCHN program and propose and assist problem solving
− Provide technical guidance to FMOH and RHBs to organize and conduct effective Integrated Supportive Supervision (ISS) and Performance Review Meeting (PRM)on RMNCHN
− Motivate others by being a role-model in building positive working culture towards common goal Advocate creating culture of priority setting and delivering results
− Carry out other duties as assigned
SKILLS AND COMPETENCIES:
− Advanced degree in public health.
− A minimum of 7 years’ experience in planning and implementation of quality of care and RMNCH programs.
− Knowledge and experience of the Ethiopian health system.
− Strong experience in clinical management, clinical auditing, mentoring and coaching.
− Strong experience in policy analysis and policy engagement.
− Experience in working with/guiding national level technical working groups, developing donor relationships, working with government partners and with development partners.
− Results oriented with the ability to challenge existing mind-set
− Strong initiative, self-motivated, self-starter, and ability to work independently and in collaboration and coordination with a diverse group of stakeholders in a dynamic, complex and rapidly changing environment.
− Strong communication skills, organizing group discussion, and presentation.
− Strong writing skills.
− Good computer skill including the use of statistical software
− Fluency in English and Amharic
− Able to travel to remote areas as deemed necessary
