Job Purpose:
The purpose of the WASH manager position is to ensure WASH projects are implemented effectively and professionally as per the standard design, specification and guidelines of the project. To ensure WASH projects are implemented in line with project proposals and plans - on time ensuring quality and adherence to national, international and Concern guidelines To ensure effective participation in and ownership of the project by communities and stakeholders through liaison, coordination and communication among Concern’s WASH program staff, communities/beneficiaries and other stakeholders for sustainable program results and outcomes.
Duties and Responsibilities:
· Coordination and networking
· To liaise with Government and other relevant actors as requested by the line manager
· Establish good working relationship with Concern staff, government bodies and other stakeholders
· Technical Support and Facilitation
· Manage and oversee all WaSH projects under North coordination office.
· Ensure strong project management of all WaSH interventions so that projects are designed and implemented on time, within scope and budget and achieve high quality outputs Participate and take part in needs assessments and produce detailed technical reports related to WaSH activities.
· Follow up WaSH project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
· Implement technical direction and ensure high technical quality of projects
· To ensure an integrated and multi sectoral approach to WASH programming, assist the team in finding ways to integrate/link and combine hygiene & health promotion, water and sanitation facilities design, construction & maintenance, with Health , Nutrition, Livelihoods and food security etc.
· Ensure that cross cutting issues are mainstreamed into WaSH programmes
· Provide regular progress reports to WaSH coordinator
· Give regular technical supports and on the job coaching to WaSH managers based at project areas in preparation of detailed work plans, technical drawings, bills of quantity, procurement plan and bid documents for the implementation of WaSH projects
· Prepare WASH standard drawings and bills of quantities
· Prepare technical training materials to WaSH staff at all levels
· Identify and address staff capacity building opportunities
· Planning, Reporting and Accountability
· Collect reports and documents as well as share all data related to the progress in the project implementation.
· Ensure that program participants and stakeholders have clear information about the program activities as appropriate and relevant to them.
· At all times adhere to policies and guidelines of Concern.
Additional Duties
· Perform other duties assigned by the line manager for the accomplishment of program objectives.
· Qualifications and Experience Required
· BSc. in Hydraulics, Sanitary or Water Resource Engineering from recognized university.
· Five years relevant work experiences in WaSH activities at community, health institutions and schools both for emergency and development settings
· Appropriate technical skills training and computer software; practical knowledge of Autocad is a must.
· Excellent written and spoken English
