Term of Reference for Designing and Imparting Training on “Fundraising Strategy and Gender Policy” for Save the Children NORAD Framework Implementation Partners’. (Re-advertisement)
1. BACKGROUND
Save the Children is the world’s leading independent non-profit organization for children. Developing partnership in order to drive a breakthrough for children is central to Save the Children’s Theory of Change. In effect, Save the Children has been partnering with different types of partners mainly LNGOs, Government entities & INGOs to implement programs and maximize the impact for children.
Among the projects implemented by SC Ethiopia Country Office, NORAD framework is one of the program that uses local NGO’s as a partner to implement its programs. As part of the partnership support strengthening partners through planned and targeted institutional support is one of the focus area for 2018.
The support is provided based on the result of organizational capacity assessments done on 2018 to better understand the current situation of the organizations. As per the findings SC understood the need to support partners in major capacity areas such Fundraising and Gender.
Thus, this TOR is prepared to clarify roles and responsibilities of individual consultant coming to work together with SC team to support the partners.
2. OVER ALL OBJECTIVE
Save the Children firmly believe that Local Civil Society has a key role to play in defending, implementing and promoting children’s rights. The strengthening of local civil society is therefore one of the main development approach to ensure sustainability of program that are implemented with local partners as well as the overall objective of the partnership.
The consultant with this program is needed:
1. To prepare Fundraising strategy and update potential donor’s data base of partners for effective resource mobilization.
2. To provide training for senior managements and selected staffs on how to use the manual to raise funds and diversify funding sources of the organization.
3. Prepare gender policy.
3. SCOPE /PURPOSE OF THE WORK
The consultancy service is needed mainly for manual development that may include data collection and different meetings with four NORAD Framework implementing partners that are based in Addis Ababa to understand and analyze their context before document preparation and provision of training.
4. RESPONSIBILITY OF THE INDIVIDUAL CONSULTANT
1. The consultant is required to prepare Fundraising Strategy focusing on the following main areas:
· Nature of fundraising that include all potential funders such as private sectors, government, international NGO’s, individual sponsorship, UN agencies and etc
· Clear strategies for Fundraising
· Finding new donor partnership
· Getting latest funding update
· Writing grant proposal
· Potential funders data base by sectors of each organization and their need including International NGO’s, UN agencies and Private institutions/individual
· And other important contents based on the partners’ need
2. The consultant will provide training for senior managements and selected staffs of partners on how to use fundraising/resource mobilization strategy to raise funds and diversify funding sources of the organization. And this includes how to identify possible funders in the sector the organization is operating and update the data base accordingly.
3. The consultant is required to prepare Gender policy for one partner based in Addis Ababa focusing on the following main areas:
· Introduction on basic gender equality concept
· Institutional mechanism for gender equality both in the organization and program management
· Diversity and non-discrimination
· Accessibility and inclusion
· Mainstreaming of gender equality
· Practical tools and checklists for managing gender related process during project cycle management.
5. DELIVERABLE/OUTPUTS
The following products are expected to be delivered by the Consultant:
· Develop and submit final hard and soft copy of Fundraising Strategy including updated funder’s data base for each organization.
· Provided a three-day training for senior managements and selected staffs on how to use the manual to raise funds and diversify funding sources of the organization.
· Develop and submit final hard and soft copy of Gender Policy.
· A training completion report need to submitted including details of trainings content provided for the participants.
6. TIME FRAME
This consultancy service will be completed within 45 calendar days from the date of signing of contract agreement between SCI and the consultant. The work is expected to start September 17, 2018 and end on October 31st, 2018.

PERSONNEL REQUIREMENTS
The consultancy service should be led by a qualified person having a proven track record of carrying out similar types of work mainly in civil society strengthening areas.
Relevant qualification for this assignment includes but not limited to:
· MA in Leadership, Developmental Studies, Social Work, Sociology, Gender, and related fields.
· Highly experienced and academically sound expert in fundraising strategy development, gender policy development, and strategic advice for Ethiopian Civil Society.
· Experienced in providing different types of training on civil society strengthening.
· Have 5 years /more experience in consultancy service with focus on civil society strengthening.
· Knowledge of Ethiopia Civil Society and their context of operation.
