GIZ- SDR Programme
Background
As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives; and in Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The Strengthening Drought Resilience (SDR) support Programme of GIZ was initiated in 2013 as a response to the Ethiopian Government’s appeal to end drought emergencies. Thus, SDR Program is closely linked to the Country Programming Paper (CPP) to End Drought Emergencies in the Horn of Africa and anchored in the over-arching Growth and Transformation Plan (GTP). This programme is implemented under the Ethiopian Ministry of Agriculture and Livestock Resources (MoALR), the respective decentralised bureaus and the GIZ.
The SDR-Programme of GIZ supports the Ethiopian government’s endeavours to strengthen the drought resilience capacity of pastoralists and agro-pastoralists in selected pilot areas in Afar and Somali regions, by allowing them to adapt their livelihood system to a changing natural and socio-economic environment context in order to get a higher and more secured income.
For its SDR program activities, GIZ is looking, for a Finance Officer as per the detail below: -
Position: Finance and Administration Officer

Summary of duties and responsibilities
This vacancy is a 5-month engagement for Maternity Leave replacement.
The job is placed in Addis Abeba with a regional responsibility and frequent duty missions to all SDR intervention areas in Somali/Afar Region.
The job holder is under the disciplinary supervision of the Deputy Programme Manager of SDR ASAL Programme. He/she works closely together with the all project managers of the programme and will be under technical supervision of the Finance Manager in Addis Ababa GIZ SDR office.
Responsibilities include:
Implementation and monitoring of an overall smooth and correct contract processing and controlling of the program in line with GIZ procedures following internationally accepted procurement and tender procedures.
Training for contract partners of financial management of Financing Contracts.
Tasks
Financial Processing of (1) financings, (2) construction contracts and (3) service contracts, within the threshold on project level and coordinating with GIZ country office Ethiopia as well as with GIZ Headquarters Germany.
Ensures that contracts within the section are done correctly, according to GIZ rules and regulations, and supports the project managers to monitor the project spending.
Controlling for deadlines of contracts, follow up of contracts with project managers.
Ensure that contract files are labelled and filed according to GIZ regulation and SDR standard operating procedures.
Support of Financing Recipients:
Executes financial and administrative suitability test of partners.
Executes interim checks of financial documentation with Financing Recipients.
Planning, organisation and execution of trainings for partners in contracting and settlement procedures, including financial reporting to GIZ.
Supports partners in all financial and administrative questions on the settlement for Financing Contracts.
Effective coordination with colleagues at the GIZ headquarters Germany, GIZ country office Ethiopia and GIZ-SDR Program Office and GIZ SDR regional offices in matters related to contract processing.
Consulting project managers on administrative issues concerning tender and contracting methods for most efficient project implementation.
Provide required documents for an auditor whenever Internal or external Control is conducted and assists on follow-up of auditor’s findings.
Report irregularities observed, if any, to the superior.
Perform any other duties as required.
Competences:
Familiarity with contracting rules in the public sector, especially with GIZ rules and regulations.
Proactive interest in improving quality of work;
Excellent communication skills, both written and oral in English and Amharic;
Very high proficiency with Microsoft Excel;
Strong interpersonal and service skills;
Strong organization and time management skills;
Ability to perform efficiently in a multicultural work environment;
Ability to work under time pressure;
Self-driven motivation to create knowledge and innovations;
The ability to read and speak Afar and/or Somali language is advantage and highly recommended.
Qualifications and Experience:
Degree in Accounting or Commerce from a recognized college;
At least 5 years of experience as a finance officer or related field in Government or NGO or international organization.
