Training on Gender sensitive journalism for media practitioners
Terms of Reference
1. Project Brief
Nurturing Empowerment through knowledge and institutions building (NEKI) is part of Austrian development Agency (ADA) supported multi country framework Programme learning for Change (L4C) Strengthening Women’s Voices is a cooperation project of the
Austrian Development Agency (ADA) and CARE Austria. The regional program is applying an integrated program approach and is implemented by CARE Austria in cooperation with CARE country offices in Ethiopia, Uganda and Rwanda.
The overall objective of the project is the promotion of meaningful participation of women in decision making processes at different levels. At community level (impact level), women to benefit increased participation in decision making, better access to resources and equality in different parts of life. Psychosocial interventions shall contribute to a reduction of gender based violence and increased social harmony at house household, community and organizational level).
In Ethiopia, NEKI is being implemented for five government partners in south Gonder zone, three woredas of Amhara region and CARE office. It pursues a threefold strategy approach by promoting:
· Conducive environments at organizational level to foster gender equality within partner organizations in South Gonder and CARE office.
· Capacity development in selected gender-related programs and methods,
· Supporting national, regional and international influencing efforts on gender equality and women's rights
2. Background to the training need
Media practitioners’ gender prejudices and biases are one of the major obstacles which limit amplification of women and girls voice. Some journalist’s programmers, editors and reporters are socialized in the patriarchal society which influences how the media reports on, portrays provides information on women not gender sensitive.
The media coverage of incidents of gender-based violence is usually characterized by prejudices and inappropriate language, along with the problem of under-reporting. Most often media reporting on women issues lacks connectivity with ascribed societal gender roles, resources and power, yet media is an important tool to amplify women issues and influencing decision makers at all levels.
The mass media are the main forms of communication used to reach a large number of people at any time. The media is well-placed to influence society’s opinions, beliefs, attitudes and standards, as well as our notion of self, so that our idea of who we are as male and female is influenced by value-laden messages.
3. Objectives of the Training
· Brief about different gender concepts such as gender relations, gender stereotypes, gender roles and gender disparity in media etc. Provide skills and techniques to journalists and editors to analyze facts, issues and data from a gender perspective and gender transformative reporting.
· Use the acquired skills to collect and document stories, publish gender sensitive stories, shows in newspapers, online, radios and television.
4. Tentative topics
· Understanding social norms and their impacts on shaping our world view.
· What is gender and why is it important to consider gender equality and women empowerment?
· Introduction and overview of gender and media, role of media in promoting gender equality and equity.
· Gender stereotypes and media
· Role of media in creating gender transformative programming and environment promoting gender equality.
· Overview of Ethiopia broadcasting agency guidelines media reporting on Gender issues
· Gender Analysis Frame Work for the Media
· Understanding Gender and Sexual Gender Based Violence
· Media and gender sensitive reporting (media reporting on gender and violence against women – Sexual Gender Based Violence)
· Media and gender sensitive ethics
· Data collection, interview and write about gender issues (tips on To Dos and Not to Dos)
· Address the question of why women are underrepresented in media reports, what obstacles and how to overcome and others. (detail topics further to be discussed and decided with consultant)
· Gender responsive budgeting
5. Methodology
The consultant is expected to organize the training by using a very participatory facilitation methods and tools. Role plays on interviewing, case studies, group exercises and story analysis will be spice up the training sessions. The consultant should also initially identify existing practices and available resources for use as a basis.
Vendor must also recognize the tools and approached with in CARE and make the necessary connection for a contextual delivery. Policies with in the organisation must be well understood by the vendors before proceeding to developing training manuals.
Learning through action planning, trained media journalist will work on action plan and reporting by collecting stories using the skills acquired.
6. Expected Outcome
Skills and awareness gained on:
· Current gender gaps in the media,
· Analysis of gender injustices, how to identify and develop stories addressing and challenging gender inequalities.
· Behavioral changes for media programmers, journalists, editors and reporters against negative gender attitudes, prejudices and biases and that often come through in media messages and be able appreciate, recognize and analyse the imbalance of women’s voices, as compared to men’s voices, in the media.
· Influence media reports to be gender sensitive
For this purpose NEKI project is looking for an experienced and competent consultant to organize and deliver the training.
7. The key tasks and deliverables of the consultant
· Training inception report before the training that include training methodologies and training tools.
· Prepare a pre-test and post-test checklist related to gender transformative media training concepts.
· Prepare training sessions designed for the planned capacity building training
· Develop training reference material/manual/tools on the above mentioned topics for trainees.
Provide 3 days training for about 20 to 25 participants using a very participatory learning methodologies to enhance active participation among participants.
Prepare consolidated report at the end of the training session and submit to CARE
· Develop practical action plan format related to the training, follow up action plan progress of participants after the training and share complied report for CARE.
8. Training Participants and duration
The trainees will be media journalists/ representatives, print media journalists, editors of newspapers, Programmers, TV and Radio news reporters, representative from women and children affairs from South Gonder zonal office and CARE staffs. It is also appreciated for the training to compose equal number of participants from both sexes and must be attended by participants that are actually in the field of work or their position is directly linked with the media work.
Training will be conducted at Bahirdar, Ethiopia for three days tentatively scheduled from November 13-15 2018 (to be confirmed with participants’ availability)
9. Consultancy Fee
The project will pay the consultant for the training service that could possibly extend up to a maximum of 11 working days. The total fee that will be paid to the consultant includes training, transportation, lodging, and all other expenses incurred by the consultant. Costs related to training venue, refreshment and lunch for training participants will be fully covered by CARE.
10. Duration of the assignment
The maximum number of days required for this assignment is estimated to be 11 working days (3 days for material preparation, 3 days for actual training delivery, and 1 day for training report writing, 4 days for action plan follow ups/writing progress report and submit to CARE.
It is a requirement that the consultants should be qualified with minimum degree in Gender, journalism, communication or any other related development fields. The consultant needs to have at least five years of work experiences in journalism and media, considerable understanding on gender and journalism, capacity to effectively develop training packages and manuals for journalists on gender responsive journalism, facilitation skills on the area. Experience on providing related trainings and have a good awareness on the media guidelines of Ethiopian broadcasting agency. And also Fluency in both Amharic and English languages is required.
