I. JOB SUMMARY:
The Gender Specialist for SINCE Project will lead the quality design and implementation of initiatives that address women empowerment and gender equality issues in Meskan and Silti woredas of SNNPR. S/he will be responsible for building the partners capacity in understanding and applying both economic/Livelihood and gender and nutrition approaches, tools, and best practices. It is envisioned that this will first be achieved through a hands on approach that will require outstanding skills in planning and facilitation of training workshops, coaching and mentoring, and an ability to influence and facilitate change through high level interpersonal and communication skills. The GS will work closely with other technical advisors and implementation organizations program staff to ensure program quality and impact in line with the SINCE project goals and objectives.
II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Program planning and implementation,
§ Develops and designs concepts, and inputs into problem identification, causal and problem analysis to support operationalization of gender mainstreaming strategies and plans.
§ Participates in the projects annual reviews to ensure gender responsive project planning
§ Undertake the gender situational assessment and other gender-related assessments in project operational areas;
§ Conduct regular assessment and analysis of gender norms and relations in PSNP households and communities in Livelihood for Resilience project operational areas to feed into project learning and strategy revisions
§ Participate in the designs of household surveys to ensure that gender dynamics are appropriately included, analyze results and write reports in the field office Supports definition of areas (and appropriate methodologies) for the SINCE project’s engagement in at economic strengthening and gender.
§ Coordinate and support the development of implementation strategies, methods and guidelines for sustainable linkages between the Bureau of Women, Youth & Children’s Affairs and the Food Security Task Force (woreda level) to ensure gender issues related to recovery are raised and addressed in the target areas;
§ Develops/adapts training manuals and guidelines on Gender Mainstreaming as well as guidelines on financial service linkages
§ Facilitates the adoption of Gender strategy in the context of migrant communities working alongside national protection frameworks and donors protocols.
§ Monitor progress and provide ongoing feedback and recommendations to the project management;
§ Advise and ensure program initiatives are consistent with women’s empowerment.

Job Responsibility #2: Capacity Building and Technical Support
§ Capacitate the partner field teams to mainstream and adopt Gender equality tools, through integration of CARE’s tools and approaches and ensure these are clearly understood and adhered to in the due course of the project.
§ Organize, lead or promote the implementation of identified capacity building activities
§ Tailor gender equity and women’s empowerment training and discussion materials to the local context
§ Participate in the development and facilitation of trainings for partner and staff development on gender specific initiatives, including in staff transformation (the first step in SAA)

Job Responsibility #3: Networking and Representation
§ Establishes and maintain productive relationships with other actors (TVETs, government, private and other actors).
§ Represents CARE and contribute in gender and related forums and discussions at different levels.
% of Time: 15%
Job Responsibility #4: Learning, Documenting and Sharing
§ Initiates researches/studies and share results for wider audiences in and outside CARE to enhance program quality;
§ Liaison with different programs in Ethiopia and other country national programs in the area of Gender.
§ Keeps up to date with developments in the sector, including best practice examples within the country and internationally, and ensures ongoing personal development and learning;
§ Identify/ extract good practices and learning areas related to Economic Strengthening and in Gender in working with migrant community contexts for further program impact
§ As appropriate record and document lessons from program processes and achievements
§ Share good practices and learning’s to CARE and relevant partners
§ Organize forums and experience learning visits to extract/share success stories and challenges
§ Prepares regular progress reports as deemed necessary

III. PROBLEM SOLVING (THINKING ENVIRONMENT)
The incumbent must use interpersonal skills to pick and choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition and development of alternative solutions. This position is to increase the project to think, analyze, plan and operate more strategically in terms of addressing the underlying causes of vulnerability, gender gap and the implementation of initiatives that will enhance youths and particularly migration prone women’s capacities, income generating activities, asset building.
A) EDUCATION/TRAINING
Required:
BSc/BA in relevant disciplines, e.g. Social Sciences, Sociology, Gender and Rural Development, and other related studies. Professional training in gender and social transformation is a desire

B) EXPERIENCE
Required:
· 4 years of work experience in development work, adult learning and training of trainer methodologies,
· Practical experience in women rights/livelihoods programming
· Experience with gender analysis, interpretation and mainstreaming
C TECHNICAL SKILLS
Required:
§ Proficiency in verbal and written English, proposal development, strategic and operational planning, budget planning and management, monitoring and evaluation, report writing;
§ Proficiency in standard office software package;
§ Demonstrated leadership ability to inspire and empower others;
§ Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders;
§ Firm belief in teamwork, gender equality, and conceptual understanding of participatory approach and sustainable development.
Desired:
§ Knowledge of local languages;
§ Skills in organizing and facilitating training events;
§ Expertise in one or more of the following program areas: women economic empowerment, income generation, especially with a youth-based approach (YBA) focus.

V. LIVING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.
This position is based in Addis Ababa with up to 50% travel to project operational woredas of Meskan and Silti in SNNPR.
