Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the HR Assistant is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Background:
The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives. NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.
Roles & Responsibilities:
Generic responsibilities:
· Implement delegated support function portfolio according to plan of action;
· Prepare and develop status reports as required by management;
· Ensure proper filing of documents;
· Promote and share ideas for improvement of the support function;
· Advice and support line managers and staff in HR processes;
· Ensure timely Processing of the monthly payroll.
Specific responsibilities:
· Plan, organize and participate in interviews for staff recruitment and advise process of candidate selection, contracting, orientation and confirmation;
· Coordinate staff clearance, including conducting exit interviews and using the exit interviews to inform management decisions;
· Plan for staff welfare and team building activities and coordinate the implementation of the same with the other heads of units;
· Ensure maintenance of an effective, efficient and up to date staff records and filing system including contracts, leave, awards, discipline, archiving, etc.
· In consultation with the AM, provide technical input and be the focal point in addressing employee relation issues including staff grievances, disciplinary measures, etc.
· Advise on the staff performance management system and follow up for its implementation
· Prepare and review incentive/casual contracts for approval as per the NRC guidelines;
· Follow up and update pension registration for all staff;
· Maintain and keep track of leave records and balances of all national staff;
· Prepare periodic HR reports, capacity building plan, organogram, and planning projections for submission to Area Manager and HR staff in Addis and stick to the timelines.
Generic professional competencies:
· BA Degree in Management, Human Resources Management or related fields
· Three years of experience in HR position
· Experience from working as a Support Function Assistant in a humanitarian/recovery context
· Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Some knowledge of English
