Terms of Reference
The project:
The 15 months project is called “Intervention of socio-economic and psycho-social support to mitigate the main roots of illegal migration in South Wollo, Amhara Region, cofunded by Italian Agency for Development Cooperation. The project is implemented in consortium with an international NGO called CCM, aiming to reduce irregular migration from Ethiopia.
The role
The Socio-economic expert will be based in Dessie and Dessie Zuria and he/she will be responsible for the selection process of beneficiaries in accordance with all the partners in the intervention areas of Dessie and Dessie Zuria, He/she will assist the beneficiaries during the training and the follow up phase for self-employment support.
Responsibilities
In accordance with the Partners and the Local Authorities, the expert will be responsible for:
· Identification of the target groups (SACCOs, SHGs, vocational skill trainees) based on selection criteria
· Provision of business development services for the target groups
· Strengthening of selected SACCOs
· Support for the creation and mentoring of Self Help Groups (SHG)
· Training of the members of the SHGs and their management
· Training of micro-entrepreneurial activities for returnees
· Support for credit access for returnee
· Supervision of the micro-entrepreneurial activities initiated by the 200 returnees
· Training on Basic Business Skills and Life Skills
· Ensure active participation of communities
· Collecting technical data punctually and coaching the beneficiaries
· Ensuring a constant and punctual reporting, communication and information flow to the supervisor
· Represents CIFA on the areas of intervention in front of all the stakeholders at the project sites
· Creates smooth relationships with the local partners and authorities on project implementation
· Participates in cluster meetings and other coordination meetings with local or international stakeholders related to the project intervention, keeping the Coordinator and the Program Manager informed and up-to-date.
Requirements:
· BA/MA, B.SC/MSC in Social sciences or Economics, preferably in the field of business management, public policies and/or Communications and related fields
· At least 5 years’ experience in livelihood improvement activities, economic strengthening activities, IGAs, SACCOs, micro-entrepreneurial and economic women empowerment project management, economic development and business planning
· Experience in provision of BDS service
· Experience on different community saving modalities like SHG, CSSG, VSLA, etc.
· Experience in project follow-up, data collection and monitoring
· Excellent written and spoken English and Amharic languages
· Team player and problem-solving attitude, good analytical skills, flexible and goal-oriented
· Experiences in working with NGOs
· knowledge and working experience in the area of intervention
· Full availability to field work
· Ability to prepare periodic narrative and financial reports
· Good communication skill to work with local and international partners
· Motorbike driving skill is mandatory, motorbike driving license is a plus.
Skills and Competencies
· Excellent understanding of the sustainable livelihoods approach and related issues
· Excellent understanding of and commitment to linking humanitarian program design with longer-term community-based institution building and livelihoods approaches
· Demonstrated collaborative approach including working with Government officials with good negotiation skills, diplomacy and tact
· Excellent knowledge of livelihoods diversification, income generation schemes & community based savings
· Coordination, cooperation team building and contributes to the team
· Good partnership and principles of participations
· Quality reporting Monitoring and Evaluation
· Data management, documentation and communication
· Basic computer skills on MS packages, Excellent in applications of MS-excel and MS-Access
· Accountability – takes responsibility for action and manages constructive criticisms

· Ability to work in hardship

Job contract duration: 15 months based on performance (45 days of probation period).
Salary: the salary will be commensurate with the experience of the selected candidate and according to the organization salary scale.
