Line Manager: Director, Regional Program Support
POSITION SUMMARY:
The Associate Director, Regional Program Support, will supervise the above-site level program in the four maintained regions. S/He will support the RHBs these regions to ensuring the planning and execution of program activities by the RHBs to plan and implement program activities, including DSD, HIV case finding, partner notification, post-exposure prophylaxis, key population services, care & treatment, adherence to retention in care, lab support, M&E and quality improvement activities. S/He will work closely with all relevant teams to facilitate communication and teamwork and assist in coordinating and harmonizing RHB teams and in monitoring program implementation with a focus on the 3-90s.
MAJOR ROLES & RESPONSIBILITIES:-
Under the supervision of ICAP Director of Regional Program Support and Transition, he will:
· Oversee the Regional offices annual plan development including staffing, materials, operations, needs assessment, schedules, and associated budget;
· Oversee the ICAP Ethiopia program support to the maintained region with a focus on , HIV case finding, partner notification, post-exposure prophylaxis, key population services, care & treatment, adherence to retention in care, lab support, M&E and quality improvement activities
· Assist in coordinating activities of Regional Program Support activities with activities of other departments and units at the Country Office to enable it provide a unified and integrated support to the Regional offices;
· Assist in ensuring that planned program activities are implemented as scheduled, and challenges and solutions for improvement developed
· Assist in assessing programmatic requirements and capacity building needs of RHBs in the four regions and addressing the gaps identified
· Assist the four regions in the development, implementation and monitoring of regional capacity building and transition plan
· Assist in identifying capacity-building needs of the Regional staff and in ensuring that program, implementation activities are consistent with program requirements;
· Assist in coordinating activities of the regional staff and central technical advisors to ensure that regional and central teams focus on the programmatic goals and objectives;
· Assist in promoting communication and teamwork among regional office teams and between regional office and head office teams;
· Make regular site visits for program implementation, monitoring, evaluation and problem solving;
· Actively participate in operations research and ensure that the experiences of program implementation, capacity building and transitioning of site level responsibilities are well
· Documented for dissemination and sharing to enhance ICAP’s visibility;
· Actively participate in documentation of experiences, lessons learned, case studies and Other technical documents;
· Assist in preparing quarterly, semi-annual and annual work plans and reports;
· Perform any other related duties assigned by the Director of Regional Program Support and Transition.
· The incumbent may be requested to spend 75% of the time on a travel
· MD plus MPH or specialty
· 5-10 years of relevant experience out of which four years must be in senior management position / Program Leadership Position
· Experience in developing progress reports, work plans and budgets.
· Excellent interpersonal and team building skills
· Exceptional writing and oral communication skills
· Experience in providing supervision to program staff
· Experience working with an International Non-Government Organization.
· Good knowledge of using computer application software (Ms Word, Ms Access...)
