Save the Children International (SCI) is the world’s leading independent non-profit making organization for children. It operates globally with a vision of creating a world in which every child attains the right to survival, protection, development, and participation. Its mission is to inspire breakthroughs in the way the world treats children, and to achieve immediate and lasting changes in their lives. This being the anchor, Save the Children is running a number of development and humanitarian projects to ensure the right and well-being of children.
At present, children and youth in Ethiopia face a number of challenges including lack of access to quality education and risks of abuse and exploitation. These challenges are exacerbated by inadequate allocation of budget by responsible actors and lack of well established accountability and monitoring mechanism at various levels. The problems are particularly higher in rural and pastoralist areas. Change requires improvements to the existing systems and structures including improvements in quality of education and protection services and greater fund allocation must be made by responsible actors to fulfil children’s entitlements outlined in the UNCRC and monitor their wellbeing. Much work needs to be done in addressing the gaps in quality and equity of education, Child Right Governance (CRG) and Child Protection (CP) interventions.
Understanding the above education, CRG and CP concerns of Ethiopian children, Save the Children designed and implemented a four years project entitled Save the Children Norway/SCN-Norad supported project focusing on education, CP and CRG thematic areas in Amhara region, Addis Ababa and SNNP region. Currently the project is in its final year and Save the Children has planned to undertake project end line evaluation by haring an external consultant. Therefore, this Term of Reference (ToR) is developed to guide the process and consultancy assignment.
2.1. Purpose of the Evaluation
The purpose of the terminal evaluation is to assess the qualitative and quantitative results of the program/project against the program/project objectives and expected results and overall impact of the project on the targeted children and community at large as well as to assess and learn from the process, document achievements, lessons learnt, challenges encountered during the implementation and advise/recommend on future program design and implementation.
2. 2 Objectives of the Evaluation
· To assess the achieved results of the NORAD supported education, CRG and CP project against the stated objectives;
· Assess program’s/project’s progress against baseline values of the respective Outcomes and Outputs indicators;
· Appropriateness of the implementation strategies;
· To assess and document good lesson learnt, case and success stories during the project period for future scale up.
· To assess the relevance, effectiveness, efficiency, impact, sustainability, partnership and integration and give recommendations for future programming.
2.3. Scope of the Evaluation (Geographic)
The terminal evaluation will be conducted in 5 sample woredas out of the eleven intervention woredas in North Gondar (Debark, Wogera, Lay Armachiho,Tach Armachiho, Chilga, Dembiya Quara, Metema, Ebnat, Libokemkem and Dera); and the four intervention woredas in South Omo (Dassench, Nyangatom, Hamer and Bena Tsemai). In addition, 3 sample woredas of 3 sub cities in Addis Ababa are included (Lideta sub city woredas 1,2,3 and 4; Kolfe Keranyo sub city woredas 12, 13 and 14 and 15; Gulele sub city woreda 9 and 10) and National level (MoWCA, MoJ/CJPO, Addis Ababa University and Organization for Social Development in Addis Ababa). A total of 8 kebeles and 6 schools among the intervention Woreda/Schools will be selected for data collection using appropriate sampling procedures and data collection tools. Present the assessment findings for its validation, soliciting additional inputs, and produce draft and final report of the evaluation with practical and strategic recommendations.
The project evaluation will be conducted by an external, independent consultant as a team leader; with preferably consultants/assistants.
This evaluation is open for all legally registered consultancy firms or consultants. The firm shall consist of professionals with relevant backgrounds.
The Evaluator(s) shall have the following expertise and qualifications:
· A minimum of post-graduate degree in Education, Law , Social Work, Sociology, Psychology and other related fields, with sound knowledge in Education, CRG and CP. Team composition is highly valued
· Excellent understanding and experience in basic education, CRG and CP program in Ethiopian context.
· Knowledge and experience of using participatory methodologies
· Strong analytical, presentation and high quality writing and reporting skills in English language
· Proven experience in conducting quality evaluations and assessing development programmes, or submit testimonials of similar works
· Should have experience on quantitative and qualitative research methods and analysis.
· Strong child rights programming skills (child participation skills an asset)
