EngenderHealth seeks applications from experienced expert to serve as Monitoring, Evaluation and Research Advisor for Family Planning by Choice Programme (Fpbc). The programme is part of a partnership between DFID and Ethiopian FMoH, and aims to provide Technical Assistance and capacity building to the FMoH and RHBs to improve quality, equity, choice and financing for comprehensive family planning (FP) and safe abortion services in Ethiopia. This will be a local hire position financially supported by EngenderHealth/DFID with an anticipated start date of November 1, 2018. JOB SUMMARY:
Under the DFID funded Family Planning by Choice (FPbC) programme, the Federal Ministry of Health (FMOH) and project partners envision to establish Center of Excellence (COE) for SRH with particular focus on family planning and abortion care at 11 teaching hospitals. The COE are envisioned to serve as models for service delivery, in-service training, mentorship and research. The COE will in turn train, mentor and provide supportive supervision for 110 referral/general/primary hospitals to become “Quality Assurance Hubs” (QAHs), which in turn will mentor health centers across the country on FP and safe abortion care.
The FPbc project will work with the FMoH to strengthen its policy analysis, build technical and planning capacity to deliver, monitor and effectively evaluate activities and enhance ownership and leadership at Federal, Regional and facility level. In particular, the FPbC programme will assist the FMoH develop and cascade the FP2020 commitment and SAC service expansion, roll out micro plan and ensure its alignment with existing initiatives and platforms.
The Monitoring, Evaluation and Research Advisor will be part of the advisors team seconded to FMOH’s MCH directorate and provides high-level support to the director, team leaders, staffs and other relevant directorates to develop a micro level roll out plan on FP2020 and Safe Abortion Care (SAC). S/he will provide technical and coordination support to ensure the proper functioning of existing supportive FP and SAC Technical Working Groups and the research advisory committee (RAC) to facilitate the development and updating of relevant strategies, technical standards, training materials and job aids. S/he will also undertake needs assessment gap analysis and capacity building plan. Based on the results, s/he will design training and mentorship packages that respond to the needs of the FMoH in general, and the MCH Directorate in particular.
Besides, he/she provides guidance and support to the FPbC programme and Engender Health Ethiopia Country Program in areas of FP/SRH monitoring, evaluation, research and policy analysis.
The Monitoring, Evaluation and Research Advisor will work collaboratively with the FPbC team, functional units within FMoH, teaching hospitals and other relevant partners in enhancing equitable access to high quality, efficient and effective FP services.
