Save the Children International (SCI) is the world’s leading independent non-profit making organization for children. It operates globally with a vision of creating a world in which every child attains the right to survival, protection, development, and participation. Its mission is to inspire breakthroughs in the way the world treats children, and to achieve immediate and lasting changes in their lives. This being the anchor, Save the Children is running a number of development and humanitarian projects to ensure the right and well-being of children.
At present, children and youth in Ethiopia face a number of challenges including lack of access to quality education and risks of abuse and exploitation. These challenges are exacerbated by inadequate allocation of budget by responsible actors and lack of well-established accountability and monitoring mechanism at various levels. The problems are particularly higher in rural and pastoralist areas. Change requires improvements to the existing systems and structures including improvements in quality of education and protection services and greater fund allocation must be made by responsible actors to fulfil children’s entitlements outlined in the UNCRC and monitor their wellbeing. Much work needs to be done in addressing the gaps in quality and equity of education, Child Right Governance (CRG) and Child Protection (CP) interventions.
Understanding the above education, child right governance and protection concerns of Ethiopian children, Save the Children designed and implemented a four-year project (2015 – 2018) entitled Norad Framework Agreement/Project focusing on education, CP and CRG thematic areas in Amhara region, Addis Ababa/Federal level and SNNP region. Currently the project is in its final year and Save the Children has planned to undertake documentation of the project that focus on CP and CRG thematic areas by haring an external consultant.
Save the Children would like to work with experienced constancy firm to document best practice, lesson learnt and success story of the project both in electronics and hard copies. Documenting the best practices and success stories of the project’s Child Protection and CRG thematic focus areas that can be share with the donor and other interested agents as well as that helps for future project designing and implementation. Therefore, this Term of Reference (TOR) is prepared to guide the process and consultancy assignments.
Save the Children Norway/SCN-Norad Framework Agreement /Project (2015-2018) aims to respond to the multi-faced needs and challenges of children/women/girls in Ethiopia through ensuring their protection, survival and development. The project/program is funded by Norad.
The project’s CP and CRG thematic areas are implemented in partnership with local civil society organizations, academic institutions and government sector offices. Ministry of Women and
Children Affairs, Ministry of Justice/Child Justice Project Office (CJPO), Gondar University, Gondar Education Media Center Mary Joy, Mahbere Hiwot for Social Development, Love for Children, and Organization for Social Development (OSD) are the governmental and non governmental IPs involved in the project design, implementation and monitoring.
The project’s CP and CRG thematic areas is mainly implemented in Amhara Region, Addis Ababa and National level. The three intervention woredas in North Gondar are Lay Armachiho, Tach Armachiho and Metema, and in Addis Ababa, 3 sub cities are included (Lideta sub city woredas 1,2, 3 and 4; Kolfe Keranyo sub city woredas 12, 13 and 14 and 15; Gulele sub city woreda 9 and 10).
This ToR is designed to guide the documentation of best practices, lesson learnt and success stories for SCN/Norad Framework Agreement/Project Child Protection and CRG thematic focus areas, and share the document with donor, key stakeholders, partners and scale up the good experiences of the project.
2.2. Objectives of the Documentation
General Objective
The general objective of best practice documentation is to identify and document effective, efficient, relevant and sustainable approaches/activities and success stories of SCN/Norad Framework Agreement/Project Child Protection and CRG thematic focus areas.
Specific objectives
- To produce a document that depicts the best practices and success stories of the Child Protection and CRG thematic areas of SCN/Norad Framework Agreement/Project.
- To document the active engagement/participation and views of the project beneficiaries, project intervention school representatives, members of community based structures, representatives of governmental and non-governmental stakeholders in the project areas
To extract best practices and lessons learnt for organizational memory, learning, experience sharing and future programing
The documentation will be focusing on the implementation areas of the project (CP and CRG) woredas: Lay Armachiho, Tach Armachiho and Metema in North Gondar; and Lideta sub city woredas 1,2, 3 and 4; Kolfe Keranyo sub city woredas 12, 13 and 14 and 15; Gulele sub city woreda 9 and 10 in Addis Ababa. Data shall be collected from 2
kebeles per intervention woredas i.e. 5 woreda/10 kebeles (including schools and 3Cs) of the target intervention areas. Besides, in particular for CRG thematic area, documentation/data collection shall include other IPs and stakeholders that include Ministry of Women and Children Affairs, Ministry of Justice/CJPO, Addis Ababa University ( Department) and Organization for Social Development(OSD) offices in Addis Ababa.
Documentation inputs preferably come from project direct beneficiaries (children and their caregivers/ guardians), the project intervention schools, Women and Children Affairs (WCAs) offices and other stakeholders that Save the Children and IPs have been working with. The consultants are expected to travel to intervention Woredas to collect the primary information from the relevant key informants.
