ROLE PURPOSE:
The WASH coordinator is primarily responsible for program planning, implementing, monitoring and evaluating, conducting surveys designs, feasibility studies, site selections and documentation of Water, Sanitation and other Infrastructures of HUB program. Besides he/he will also provide management and technical support to the rest of WASH programs/ projects in SNNP regional state. The WASH Coordinator is responsible for the high quality program implementation, policy engagement and advocacy outcomes and other program WASH activities. The WASH coordinator is also responsible for contribution of strong Monitoring and Evaluation systems to measure the impact of the program, for providing technical advice (in close co-ordination with the program senior management team in Hub and Addis ) and capacity support to staff in the Field/ satellite program office to ensure the WASH work is of high quality and achieves the program objectives, he/she is responsible for ensuring that lessons derived through implementation of projects are well articulated, documented and disseminated both internally and externally; and that engagement with policy makers and key stakeholders achieves advocacy objectives to realize greater change for child.
WASH Coordinator is responsible water, sanitation and hygiene sector/project in implementing, monitoring and evaluation of water points, sanitation facilities and hygiene promotion activities in their respective districts. The position holder is expected to have sound experience and knowledge on WASH and construction supervision of rural water supply and sanitation facilities. The positions involve construction works, training and monitoring of community, school community and WASH committee members with frequent trips to the project sites and supervise all physical works construction in the targeted community sites. As part of the assignment the position holder is expected to identify, design and develop training materials/manuals for the WASH Committees’ management; design appropriate technologies (economical, durable and manageable scheme) for safe water supply and sanitation facilities, conduct base line survey and need assessment concerning water supply, and sanitation facilities and services. S/he is expected to liaise with communities, local authorities and other agencies regularly to ensure coordination and effective implementation activities and participate on meeting regarding WASH; collect data and statistics concerning issues that relates with water & sanitation and prepare and submit periodically.
JOB SPECIFIC ROLES AND RESPONSIBILITIES
· Ensure that technical quality and standards are considered during project implementation WASH activities design, follow up and evaluation.
· Implement all program activities, as member of a team, such as hand dug wells with alternative energy sources, boreholes rehabilitation, open ponds, new water scheme development, pit latrines, placental pits, incinerators and other WASH infrastructures.
· Facilitate and conduct WASH/DRR related trainings in schools and communities
· Prepare engineering design, bill of quantities and cost estimate of WATSAN infrastructures and develops monitoring and supervision methodologies
· Participate in construction bid openings, registration and recording of readings
· Conducts construction site handing over, make regular supervision to all construction project sites and evaluates the progress
· Checking the contractors work schedule, crew formation and material delivery program and commenting on its effectiveness with regard to timely completion of the work.
· Notifies any omissions, fault or deviation to the supervisor and other concerned bodies so as to take timely measures
· Prepare daily duties/schedule in detail in the order of their complexity and supervise the construction works at all critical stages.
· Checking the quality of materials and workmanship for conformity with the requirements of the contract and provide site instructions as required
· Approving of the contractor’s work to proceed from one stage to another.
· Checking, correcting and approving contractors Take-Off Sheet and Payment Request based on the measurements taken and submit to his supervisor
· Taking responsibilities for the construction work and administration of the contract.
· Checking site daily dairies and schedules and evaluating weekly plans of the contractor.
· Take measure if the contractor performs his work less than the schedule as per the contract
· Contribute to project planning and ensure that interventions are completed in line with project proposals and Terms of Reference (ToRs).

· Carry on Recording, Documentation and Reporting of attainments and encounters on daily, monthly, quarterly bases as needed.
· Organize meeting with the contractor’s staffs on regular basis (weekly, monthly and quarterly).
· Prepare monthly, quarterly and annual progress report and conduct provisional acceptance for completed projects
· Liaise with communities, local authorities and other agencies regularly to ensure coordination and effective implementation of projects

· Develop activity plan for WASH committee and Community agents regarding sanitation and hygiene.
· Identify and distribute hand-tools/maintenance kits & water treatment chemicals to targeted communities
· Conduct water quality analysis at each water scheme, disinfect/treat/ water supply schemes
· Donor reporting: responsible for writing technical and financial part of the project reports (activity narrative, activity databases, expenditure, beneficiaries tables, update of LFA indicators)
· Guide and direct program staff both at Field/ satellite office level.
· Organise and lead project coordination meetings.
· Ensure a positive working environment and good team dynamics (solve out potential conflicts and create good team sprit)
· Responsible for overall, monthly and weekly planning of project activities.
· Represents South Hub and other WASH programs at all relevant technical external task forces, working groups, seminars or other meetings/forums which have been identified and approved the Area Office and use these meetings to negotiate strategic, and advocacy positions.
· Develops good relations with other NGOs, development and UN agencies etc. working in the sector and where possible forge alliances to influence key actors around advocacy objectives.
· Be fully aware of national policies, strategies and other initiatives and developments by government and other stakeholders in the sector or thematic area covered
· Through external contact with relevant counterparts in donor/research agencies, identify new potential funding sources and share with program manager and program director
· In cooperation with Member Service, provide information and inputs to be used for SCI WASH information and communication materials
· Ensure that the voices of children guide advocacy and policy change objectives and related activities.
· Work in close cooperation with Regional Water and Health Bureaus
MINIMUM QUALFICATION AND EXPEREINCE
· Bachelor Degree in Social Sciences/Water Engineering/Public Health/Nursing/Sanitary science/Communications with
· 4 years of relevant work experience in an NGO environment
· Relevant professional background in water, sanitation and hygiene (WASH)
· Good understanding of the linkages between WASH, public health, and development
· General knowledge of international/intergovernmental institutions, and a solid interest in humanitarian
· response and development
· Community mobilization and development, familiar with participatory approach
· Technical background and knowledge in environmental health and demonstrated work experience in designing & implementing sanitation and hygiene promotion programs and events
· Knowledge, training and experience in Community Lead Total Sanitation (CLTS) and community mobilization, /BCC/IEC materials preparation
· Knowledge, training and experience in WASH and community mobilization/SBCC program implementation
· Knowledge on and experience working through HDA structure and with communities
· Demonstrated skills in program planning, implementation and monitoring.
· Demonstrated skills in peer group training, Training of Trainers and development of training materials.
· Proficiency in spoken and written Amharic and English.
· Strong computer and interpersonal skills.
· Demonstrated ability to work effectively in a team environment.
· Knowledge of the local language of the duty station advantageous
