Job Title: Clinical advisor for support of clustered HFs

POSITION SUMMARY
The Clinical advisor for support of clustered HFs will provide technical assistance to the selected high client load facilities to enable them for the implementation of high quality comprehensive HIV care and treatment services. S/he will follow up the planning and updating the execution of planned activities of the selected facilities team. S/he will support with a focus on meeting the PEPFAR 90-90-90 goals.
MAJOR ACCOUNTABILITIES:-
Under the supervision of ICAP Regional Director, the clinical advisor for support of clustered HFs will have the following duties and responsibilities:
· Work closely with the selected high client load facilities in the region to establish ownership and sustainability of the HIV/AIDS program through execution of regional plans.
· Provide direct technical assistance to the HFs to implement targeted testing through ICT, PNS and KP service and linkage of all identified positives to care and treatment.
· Ensure the HF monitors its supply for rapid HIV testing, ARV and OI drugs to maintain HIV testing and treatment services.
· Strengthen ASM for DSD, support HFs initiation and integration of mental health screening service and management to ART care.
· Support HFs planning and implementation on effective RVLM, monitor management of clients with high viral load for getting EAC sessions and management of treatment failure as per the national GL.
· Coordinate and participate in supportive supervision, review meetings.
· Work with ICAP regional team in building the capacity of HF MDT.
· Identify evolving needs for job aids and materials for HF MDT for provision:
o Of targeted testing through ICT, PNS and KP service.
o HIV positives tracking for early ART initiation
o RVLM support tools and registers.
· Ensure availability of tools and provide orientation and monitor its use.
· Ensure HFs assignment of trained HCWs for provision of ICT, PNS, KP service and ART.
· Support the HFs in strengthening monitoring and evaluation and information system, facilitation of community linkages, patient flow analysis and improvement of referral system.
· Collaborate with other ICAP advisors for clustered HFs support to conduct regular performance review and PIP development.
· Actively participate in documentation of experiences, lessons learned, case studies and other technical documents.
· Submit monthly report to supervisor and execute assignment given by regional director.
· MD or HO/BSc Nurse; an additional degree in public health is an asset
· 2-3 years’ work experience working on HIV/AIDS care and treatment
· Experience as Clinical Mentor is highly preferred.
· Ability to establish and maintain teamwork
· Basic computer knowledge (MS office Plus)
· Proficiency in written and spoken English.
