SUMMARY STATEMENT OF RESPONSIBILITIES:
The Enterprise Development and Employment officer will be responsible for the implementation of Stemming Irregular Migration in Northern and Central Ethiopia (SINCE) project particularly focusing on facilitating wage employment and enterprise development opportunities for vulnerable women and youth at risk of irregular migration in Meskan and Siltie woredas. He/she will be responsible to work with public employment services, TVETs and chamber of commerce at the two woredas to foster wage employment and self-employment for the target youth. He/she will also be responsible to oversee and provide technical support to SINCE partners towards achieving the overall goal of SINCE project in Meskan and Siltie woredas. He/she will strengthen public private partners (PPPs) in the two woredas and foster positive partnership in supporting youth wage employment. In addition the officer will also promote and facilitate VSLA discussion series to youth, promote formal/informal financial services, monitor and follow up the progress of the implementation of overall enterprise development and livelihoods activities according to the indicators and standard requirements by donor and the organization. The objective of the position is to increase wage and self employment for the youth and decrease irregular migration through capacitating government run public employment service and public private partnership reinforcement.
Key Responsibilities will include but not limited to:
· Promote and follow up support to community based financial options through VSLA to youth
· Organize job fairs and consultative meetings with potential employers and private sector partners.
· Assess job searching agency and other private sector partners and facilitate linkages to TVET graduates with wage employment
· Provide input in customizing employability skills training curriculum and provide ToTs on employability skills to capacitate PES centers.
Key Work Relationships:
The enterprise development and employment officer will directly report to SINCE Project Manager in Hawassa with additional oversee from the Livelihoods Assistant Coordinator based in Addis.
Working Environment: Will be based in Butajira, SNNP Region
Minimum Skills and Qualification:
Education, Experience and Skills:
v First Degree or second degree in business studies, social science field, education field, youth development and /or other related fields.
v 4 years of relevant experience with first degree or 2 years of relevant experience with second degree.
v 3 years’ experience in NGO setting mainly experience on economic empowerment and vocational skills training; and employability skills training
v Experience in SNNPR & knowing of the local cont ext is a plus and highly important.
v Proven experience in facilitation and community mobilization skills
v Proven experience in supporting women and youth for their social and economic enhancement.
v Proven experience in coordinating various activities and various actors of implementation.
v Technical expertise and report writing skills
v Fluent spoken and written English and Amharic
v Personal qualities: promotes collaboration and coordination within and across teams, comfortable in a multi-cultural environment, extremely flexible and adaptable, ability to contribute across multiple activities and departments, extremely organized, good communication and interpersonal skills.
v Computer literate
