Position Summary
Under the direction of the Regional director and technical support from the senior quality improvement advisor, the Regional Quality Improvement (QI) Advisor will be responsible for overseeing the QI-related technical assistance activities for Regional Health Bureaus in Comprehensive HIV/AIDS Programming. The RQIA supports the transfer of relevant knowledge and skills aimed at improving the competency of health workers to lead, plan, implement and monitor quality improvement activities as envisioned in the National Healthcare Quality Strategy and the Health Sector Transformation in Quality Guidance documents of the country
Major Duties and Responsibilities
The Regional Quality Improvement Advisor will:
Lead the capacity building activities to Improve HIV service QI planning, coordination and monitoring in the region
Support the region in the implementation of regional QM/QI activities through use of the national QI guideline line, standards, tools and training materials
Support QI-related training and technical assistance activities, including but not limited to: assisting with the design, delivery and management of QI training and capacity building initiatives.
Assist in QI related training needs assessments, as well as ongoing reviews and evaluation of training activities
Provide hands-on support to service providers on Continuous Quality Improvement (CQI) skills and monitor standards
Document QI training and technical assistance activities and help to produce reports
Support RHBs in synthesizing and disseminating QI best practices and lessons learned to government officials, implementers and key stakeholders
Required Qualification and experience
Advanced degree (MD or MPH) in Medicine, Public Health, Nursing or related field including experience and/or exposure to and proficiency in: quality improvement, education, training,
Minimum 5 years of relevant experience and demonstrated expertise in the implementation of health programs
Minimum 3 years of relevant HIV service QI related activities
Excellent English-language verbal and written communications skills
Demonstrated talent in writing technical content and training materials
Experience working with complex programs involving short deadlines and multiple tasks, in coordination with multiple partners to achieve program results
Demonstrated experience strengthening CQI and supportive supervision processes with government partners in Ethiopia
Experience working in local languages preferred
