ROLE PURPOSE:
Violent conflict between Oromo and Somali communities from September 2017 to May 2018 caused hundreds of human fatalities, displaced thousands from their homes, prevented children from attending school, and resulted in the loss of property and assets estimated at millions of Ethiopian Birr. As a result, 873,666 individuals are displaced in 362 sites in Somali region. The majority of the IDPs in Somali region are in Dawa Zone which is currently accommodating an estimated 244,638 IDPs, an increase of 109,521 individuals and 15 sites since DTM Round 10 (March/April 2018). New conflict erupted on 10 July 2018 in Dawa and Liben zones on the Oromia border resulting in fatalities and further displacement in Moyale and Hudet woredas, with many households currently seeking refuge in Mubarek woreda. Most IDPs in Dawa Zone reside in Hudet (70,203 in 23 sites), Moyale (153,750 in 14 sites) and Mubarak (20,685 in six sites) and are in need of urgent humanitarian assistance including WASH, protection, health, nutrition, emergency shelter/NFI and education.
Based on the urgent uncovered needs, Save the Children is proposing emergency WASH interventions in 10 IDP sites and 10 Health Facilities of Hudet, Moyale and Mubarek woredas, and integrated emergency protection services in 6 IDP sites of Mubarek, to improve access to safe water and latrines, reduce the risk of disease outbreak, enhance the psychosocial well-being and coping skills of children and protect boys and girls from violence through comprehensive preventative and response services.
Job Summary
The WASH project manager provides technical and managerial direction and oversight to the WASH and protection component of the program. This includes leading successful implementation according to approved donor and government agreements, guarantee that human, material and financial resources of the project are well managed in line with Save the Children and donor financial grant management and other approved guidelines, in close collaboration with line manager and other team’s members.

He/she is responsible to build capacities of project team. He/she is responsible for routine reporting on WASH and protection activities, and writing technical briefs and reports as needed. He/she is also responsible in attending cluster meeting at zonal level and submit information to relevant sectors, monitor implementation, ensuring quality and timely submission of monthly, quarterly and final reports.
KEY ACCOUNTABILITIES
· To ensure the Water, Sanitation and Hygiene (WASH) and CP components of the project are implemented according to donor requirement, government agreements and SC policies.
· Prepare quarterly and monthly action plans of project’s activities related to WASH, CP including checklist for assessments, monitoring, review and evaluation of project’s activities.
· Lead the realization of baseline assessment on community needs, existing WASH related initiatives (water supply, sanitation and hygiene), existing infrastructures and capacities in WASH, and identify the project intervention’s sites in coordination with local partners.
· Develop and regularly update detailed work plans to guide the project’s implementation and ensure monitoring of project’s progress, towards the achievement of project’s indicators and objectives.
· Coordinate and attend sector related meetings at Woredas level, at Zone level and at Regional level as required.
· Work in close cooperation with Regional, Zone, and Woreda Water, Health and other Offices in relation to the WASH and CP activities at project level
· Liaise with other actors for appropriate coordination in WASH and CP sector in close consultation with field office Manager.
· Compile weekly, monthly and periodical progress reports both for internal and external use.
· Oversee Monitoring and Evaluation activities in all WASH and CP components.
· Work with government partners and team to identify locations and types of activities.
· Ensure goods and resources are properly used, in accordance with funding documentation.
· Directly lead, manage and motivate WASH and CP staff to ensure proper work plans and objectives, and receive monthly supervisions and reviews.
· Work with relevant government offices, other project team members and Save the Children WASH and CP staff in Addis to identify technical support needs, and ensure this support is provided.
· Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.
· Actively participate in WASH focused assessments
· Perform any other activities based on line manager’s assignment
MINIMUM QUALFICATION, EXPEREINCE, COMPETENCIES
· Minimum of BSc degree in a relevant field of study (e.g. water supply, hydraulic, water resources engineering or other related field of study).
· Minimum 6 years of experience out of which 2 years in managerial positions in the WASH sector, in areas related to successful Activity implementation such as provision of technical expertise for WASH, demand creation, and child protection.
· Demonstrated experience building local government capacity to install, rehabilitate, and maintain water systems, highly desirable.
· Prior experience in pastoral areas, preferably including experience with acute emergency response.
· Prior experience managing or supporting WASH and CP implementation
· Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
· Excellent oral and written communication skills
· Considerable experience in planning, organizing and implementing work objectives
· Good knowledge and experience in Project Cycle Management and Risk Management
· Considerable experience in people Management
· Considerable experience in Budget Management
