Dimensions of the Role
The post holder is responsible for:-
Making sure that infrastructure facilities are properly designed, constructed as per the acceptable and agreed standards and properly handed over.
Properly review all documentation of works executed and facilitate payments for works completed per the agreed standards.
Ensure that all construction related works in the Programme Area are in line with government requirements and procedures
Ensure periodic monitoring, review and check-up of all construction works with the aim to ensure quality of the works performed and compliance with donor and government requirements.
Accountabilities
Review and recommend the completion of infrastructure projects to effect payment.
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Document government standard designs, specification and bill of quantities of health post, health centre, schools, VIP latrines, etc. for planning, budgeting, immediate implementation, etc. as deemed necessary.
Modify standard designs for according to the site setting as and when necessary for the proper execution of the project.
Prepare bill of quantities, specification and bid document for infrastructure development projects.
Examines project designs and specifications and estimates quantities of material, manpower and commodities, etc... Necessary to start-up planned construction activities.
Monitor and supervise infrastructure undertaking of Sub office and ensure that the works are executed to the standard and as per the contract agreement through frequent visits.
Participate in evaluation of infrastructure development projects jointly with stakeholders and partners.
Ensure the use of take-of-sheets and verify take-off sheets and payment certificates in consultation with the CO Construction Supervisor.
Submit periodic reports for status of construction projects in the Sub-office Manager.
Perform any other duties assigned in him as deemed necessary by his immediate supervisor.
Promotes and abides by Plan policies and procedures including but not limited to: Gender equality mainstreaming, Child Protection Policy; Code of Conduct and the related mandatory reporting responsibilities.
Educational Qualification and Experience:
A minimum of BSc Degree in Civil Engineering, in Construction technology and management or related fields with a minimum of five years of practical experience in the position in similar organization.
Knowledge:
Substantial knowledge and experience in Construction Management and Designs.
Previous experience in as a Construction supervisor
Previous experience of managing and developing a team and the ability to lead, motivate and develop others
Ability to analyses information, evaluate options; think and plan strategically
High level of communication both written and oral.
Excellent Knowledge of Computer applications like Excel, Word, Access and Power point.
