In Ethiopia, GIZ has been implementing development programs on behalf of the German government for over 40 years together with our national partners. The focus of our work in the country is on vocational education and employment promotion, sustainable use of natural resources, land management and food security, biodiversity and forestry. GIZ has recently started a new project in the health sector as well.
Over the last decade Ethiopia has made mayor progress in increasing access to healthcare and reducing morbidity and mortality. The focus now has shifted to more advanced care requiring higher qualifications, enhanced quality of training content and institutions and introduction of academic training. In addition, the increasing use of medical equipment and biomedical technologies requires the training and posting of biomedical technicians and engineers and a coherent national concept for comprehensive management of technical devices. This includes identification, inventory, installation, maintenance, repair and safe disposal. Also, staff needs to be trained on the safe and correct use of available technologies. There is a high need for well-trained, skilled and competent health personnel, for better-equipped teachers and trainers and more suitable training materials and trainings that match future requirements in the world of work.
The Project
“Capacity building in the field of training for health care specialists and technicians” is a new project implemented by GIZ in Ethiopia on behalf of the German Government.
It will contribute to a more practice oriented pre- and in-service training of staff, in particular nurses and biomedical technicians. It addresses the framework conditions (e.g. policy, overarching medical equipment strategy, curricula and training) and advises the Federal Ministry of Health, the Regional Health Office of Oromia, instructors at selected training institutions and health services on vocational and in-service training of nurses and biomedical technicians. It will work with institutions at all levels to improve the overall management of medical equipment and their use as part of day-to-day practice, in particular in Oromia. While a strong focus is on the health sector, close cooperation with partners in the education sector will be key to the project’s success.

A. Responsibilities
The incumbent is responsible for:
§ smooth functioning financial administration in line with GIZ standards procedures;
§ effective coordination with the colleagues of the German Development Cooperation Office;
§ management of cash flow in the project and from the bank;
§ oversee inventory control and hand over of documents
Within this context, s/he fulfils the following tasks:
B. Tasks
1. Finance Management
§ Responsible for banking matters and all bank account operations.
§ Carries out accounting procedures using WIN PACCS accounting software and prepares monthly//journals/balance sheets/bank reconciliation statements, all according to GIZ policy.
§ Ensure that all cash vouchers and any other relevant documents are signed.
§ Updates the cash book daily
§ Send cash closings documents to the GIZ office according to schedule.
§ Monitors monthly income and expenditure.
§ Manages correspondence letter to the necessary offices when needed.
§ Monitors account payables/receivables and gives monthly feedback to the Project/Program.
§ Responsible for creditors and debtors administration including local subsidies and local consultants.
§ Prepare transfer slips and/or other bank documents.
§ Arrange and facilitates monthly payments – local and foreign currency related transactions.
§ Manages and process private use of project materials and invoicing.
§ Manages fund requirement and transfer request.
§ Manages monthly financial booking closing and bank reconciliation.
2. Internal Control
§ Reviews the classification of all vouchers/receipts according to completeness and to cost centres/cost category/legal as sent by the projects and corrects them if required.
§ Provides advice and guidance in financial matters to projects.
§ Manages internal control based on GIZ’s internal control manual (Internal Administrative Handbook)
§ Is involved in annual IK-schedule and reports.
3. General Duties
§ Immediately reports all problems involving finance and regulations
§ Maintains office inventory records and documents purchased and handed over materials.
§ Processes claims for travel expenses
§ Maintains filing for Financial Section and keeps information confidential
§ Assists the Finance Team as assigned by the supervisor.
4. Other Duties/Additional Tasks
§ Assists in and/or carries out other project activities and tasks, as assigned.
QUALIFICATION; EXPERIENCES AND MINIMUM REQUIREMENTS
Relevant Qualifications:
§ Minimum of Bachelor or B.A. in Accounting or Financial Management or a related field
§ Experience with IT-based accounting programs
Professional Experience
§ Minimum of 5 years work experience in a similar environment
§ Experience of working in a fast paced environment
Further Knowledge
§ Excellent command of MS-Office
§ Good command of English
Other Qualifications
§ Thorough knowledge of GIZ instruments and procedures.
