Job Purpose:
· The key focus of this role is to provide agriculture and livelihoods technical and advisory support for Concern Worldwide Ethiopia and to ensure the effective implementation of livelihood’s programmes. The Livelihood and Food Security Programme Manager will provide and develop programme strategies on livelihoods, food security, and resilience building. S/he will be also responsible for offering professional and technical guidance in order to ensure effective and quality implementation, donor compliance, timely and quality reporting and programme learning. S/he will ensure the technical linkage and integration of Concern Ethiopia’s agriculture and livelihoods and food security programmes with FDRE Government policies/strategies and other stakeholders including private sector, financial institutions, research centres and donors. S/he will ensure that the capacity of field staff and community based institutions is enhanced. S/he will be incorporating and properly handling the Concern Worldwide mainstreaming policies in all stages of the PCM and will contribute to the promotion of gender equality within Concern Ethiopia and its programmes.
Roles and Responsibilities
Programme/Project Management:
· Take a lead role in the ongoing development of Concern Ethiopia’s agriculture, livelihoods and food security programme.
· Work in conjunction with the wider resilience programme and relevant sectors, such as health, nutrition and WASH.
· Provide technical input and expertise in the design, implementation, monitoring and evaluation of the Concern Ethiopia’s programmes.
· Strengthen programme quality.
· Design and introduce innovative livelihoods and food security initiatives.
· Develop appropriate alternative income generating interventions.
· Implement strategies and guideline for successful graduation of the household from extreme poverty.
· Diversify funding by searching opportunities and initiating innovative agriculture and livelihood interventions in accordance with donor guideline.
Programme Development/Implementation:
· Ensure the quality of the implementation of the agriculture, livelihood and graduation model of livelihoods programmes in both rural Ethiopia and in refugee settings.
· Design and put in place alternative off-farm and on-farm IGAs, market oriented livelihood interventions, business & entrepreneur development.
· Provide required support to ensure the implementation quality.
· Establish and strengthen the technical capacity of community based institutions.
· Establish working linkage and modality of Concern Ethiopia’s with RUSACCO, Market Cooperative, Union and other relevant stakeholders on the input support, asset transfer, and start-up capital support for target households.
· Responsible for effective technical harmonization and integration of Concern’s graduation component and Government lead PSNP implementation.
· Provide expertise and technical support for quality implementation of alternative income generation interventions.
· Provide technical support to the livelihoods and food security programme teams.
· Make a regular visits to the project sites, monitor progress, provide written field visit reports and assist field staff as required.
Monitoring, Evaluation, Learning and Reporting:
· Monitor project activities to ensure the quality and capture the impact of project activities.
· Conduct regular monitoring and provide technical supervision guidance and support for field team to ensure quality.
· Work with the programme quality assurance team to ensure systematic and proper data collection, documentation and monitoring tools and systems through the development and implementation of strong project based monitoring and evaluation plans.
· Participate in the annual programme and learning reviews for documentation and communication.
· Contribute to organisational learning and the development of learning briefs for Concern Ethiopia in relation to livelihood’s and resilience programming
· Produce high quality evidence based programme reports for donors and for Concern Ethiopia.
· Take a lead in conducting need and impact assessments of agriculture/livelihoods and food security programmes, and prepare reports.
Financial Management:
· Provide support and contribute technical input for budget development.
· Plan and prepare the budgets of livelihood, food security, and resilience building programmes.
· Monitor budget and expenditure of livelihood, food security and resilience building programmes.
· Ensure that financial resources are optimally utilized.
· Ensure that spending is in line with Concern financial procedures and donor requirements.
· Provide technical support for appropriate staff for timely actions.
Capacity building and Support:
· Design and implement a comprehensive capacity building strategy for livelihoods and food security programme staff and partners.
· Facilitate in-house trainings for Concern field staff and stakeholders.
· Enhance Concern and partner field staffs capacity through providing regular coaching, mentoring, and on job training supports, and supervise their performance.
· Provide technical support.
· Enhance the capacity of Concern field staff on agriculture, livelihood, graduation model, alternative IGAs and opportunities.
· Provide advice and support for the development of project management skills.
Coordination and Leadership
· Participate and strengthen technical linkages, collaboration and integration of livelihood and food security programme with stakeholders (mainly GOs at all levels, NGOs, etc.)
· Coordinate with other relevant stakeholders in interagency planning and implementing of livelihood and food security development interventions.
· Collaborate on advocacy work through provision of reliable and evidence-based information.
Networking and Representation
· Represent Concern at all relevant technical working group, inter-agency, coordination and network, and government meetings.
· Provide all necessary documentation support to relevant Concern Ethiopia staff including visibility material and programme brochures which promote Concern’s work.
Mainstreaming Cross Cutting Issues
· Ensure that HIV and AIDS, equality and disaster risk reduction (DRR) are factored into programme design and delivery, reviews and evaluations.
· Monitor and provide technical support for the implementation of and adherence to all cross cutting issues include; Gender, Equality, HIV and AIDS, DRR and Accountability (Compliant response mechanism) in the programmes.
· Participate in the design and implementation of accountability and quality initiatives ensuring that they are integrated into the programmes.
· Adhere to and promote accountability, and ensure compliance with the requirements of Concern’s Programme Participants Protection Policy, Anti-Fraud Policy and Core Humanitarian Standards (CHS) to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.
Personal Specification
Education, Qualifications & Experience required (essential):
· Relevant third level qualification – preferably with strong emphasis on Agriculture, food security, Livelihoods issues (e.g. Farm and Off Farm income generation activities, micro-finance, agricultural development).
· Master’s degree with min. 3 years relevant experience
· Bachelor’s degree with min. 6 years relevant experience.
Min 3 years NGO Experience
· Computer Literate.
· Knowledge of participatory methods and data collection methodologies.
· Excellent written and spoken English including the ability to write high quality reports and develop proposals.
· Experience in analysis of livelihoods data.
· IT skills including Word, Excel, PowerPoint and Outlook.
· Ability to develop and manage budgets
· Experience in working with and capacity building of national staff and partner organizations.
· Good understanding of climate change adaptation and resilience approaches.
· Experience of working on agriculture in differing regional contexts in Ethiopia
· Good representation skills
· Familiarity with principles of humanitarian action (international code of conduct and humanitarian charter).
