Easy-to-understand Amharic and Somali language translations of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD)
Background:
The Austrian Development Agency (ADA) through Austrian Embassy Development Cooperation (AEDC) is supporting the inclusion of persons with disabilities in social protection and resilience building programmes and services through the EU funded project “Bridging the Gap (BtG) II: Inclusive Policies and Services for Equal Rights of Persons with Disabilities” in Ethiopia. One focus area of the support is the development of accessible information materials including versions that are clear and easy to understand, not only for people with learning disabilities, but also for people with lower education levels, people who are living in rural communities as well as for government and development workers and at all levels from regional to district and community levels.
These are the ToR is for translating already existing English language Easy-Read version of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) into Easy-to-understand Amharic and Somali language versions adopted to the Ethiopian context. The purpose of availing this convention in accessible format is to increase knowledge of what the United Nation has set out to achieve in the areas of disability and disability inclusion, and to enable more citizens to meaningfully participate in the developmental process and to be aware of the services and programmes available.
The contractor will undertake the following tasks:
Translate the Easy-Read English version of United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) into easy-to-understand versions in Amharic and Somali languages respectively, suited to the Ethiopian context, combining the best elements of Easy-Read and Plain-Amharic and Plain-Somali language.
The ADA- BtG II in consultation with the Ministry of Labor and Social Affairs Social Welfare Promotion Directorate in Ethiopia will provide guidance to the contractor as to what elements of the convention should be included in the Amharic and Somali easy-to-understand translations.
The Easy-to-understand translations should be geared to Ethiopian citizens both in rural and urban areas who have little prior knowledge about the convention’s provisions, including community and development workers, persons with disabilities themselves and government staff.
Specifically this will include:
Production of two (2) separate easy-to-understand versions of the convention in Amharic and Somali languages respectively, based on the provided English language Easy-Read version;
Providing the finalized translations according to the agreed dates of delivery;
