Terms of reference translating the
Child parliament guideline in to English and develop a child friendly version (Individual Consultancy)
1. Background
Save the Children International is the world's leading independent organization for children. Its vision is a world in which every child attains the right to survival, protection, development and participation. Its mission is to inspire breakthroughs in the way the world treats children, and to achieve immediate and lasting change in their lives.
Child Rights Governance [CRG] is one of the thematic sectors in Save the Children. CRG program has a vision to see a world where accountable, responsive, inclusive and transparent governance assures the rights of every child and where every child can have a voice in governance. The Child Rights Governance Initiative (CRGI) aims at ensuring that all rights as stated in the UN Convention on the Rights of the Child (UNCRC) and African Charter on the Rights and Welfare of the Child [ACRWC] are implemented for all children in all circumstances. Through its CRG program, Save the Children works for creation of and support to national child rights systems delivering and monitoring all political, civil, economic, social and cultural rights of all children.
2. Purpose of the assignment
EIO has been pioneer in establishing Model Children Parliament in every region and two Administrative towns to elevate awareness of their right and responsibilities, exercise their right of participation in democratic environment, and help them to keep an eye on the execution of constitutional right in accordance with the law.
Since the establishment of model parliament by our institution, different regional, zonal bodies’ even schools duplicate the concept to fit their purpose. Hence the need to have a uniform guideline that could help stakeholders to take part in the implementation of children right.
In view of this, Save the Children International in collaboration with Ethiopian institution of Ombudsman have looking for a potential candidate to translate the Amharic version in to English and make the document child friendly.
3. Objective of the assignment:
As part of strengthening the child parliament national guideline, this assignment has two major objectives:
To translate the Amharic version of children parliament into English language.
To prepare a children parliament guideline which is a child friendly and easy to understand by the children
In addition to the English and Amharic version of the child parliament guideline, and child friendly version; the assignment has a material production of 200 sample copies.
4. Scope of the assignment
The potential candidate who has won the assignment has expected to review sample child friendly documents and share to Save the Children for review and comments. The scope of the work is related to translation to English, having a child friendly version and printing some copies for a reference.
5. Organization, Roles and Responsibilities
The individual consultant is responsible for carrying out all the necessary reviews of similar or related work, professional translation with a high caliber expertise in the areas. However, Save Children Ethiopia will be actively involved in and contribute to the quality of the final document.
6. Role of the Individual Consultant:
· Submit application letter, technical and financial proposal (Separately) with clear statement of convincing why the person is fit for the assignment;
· Lead reviews of similar work, the translations and accept relevant comment and take the necessary adjustment
· Responsible for the tasks specified and for making sure quality of work is done in the agreed timeframe and meet or exceed the required standard;
· Upon completion of the overall assignment and incorporating the feedback from the Ethiopian institution of Ombudsman, submission of 200 sample copy (if selected for the consultancy)
· Cover all costs related to the assignment and no advance payment.
7. Role of Save the Children:
· Provide relevant document to the consultant including children friendly versions;
· Provide timely feedback on the deliverables and milestone;
· Organizing consultation meetings and validation workshops
· Effect consultant/s payment upon accomplishment of the tasks assigned
8. Timeline
The assignment will take a maximum of one month after signing of the contract.
9. Payments
The consultancy payment is once the assignment is fully completed and no advance payment has planned for and the individual consultant shall be responsible for all taxes related to this assignment. The sample hard copy with all the required quality standards are the main criteria to effect the payment.
10. Evaluation Criteria
The proposals will review based on the following scoring criteria, It is a level D consultancy service.

11. Qualification of the Individual Consultant
The individual consultant is expected to have:
· A master’s degree in language and literature, Amharic or English language, and any other related field with science;
· Five years of continuous experience in the areas of similar work
· Have a proven track record in the areas of translation and a child friendly material production
· Excellent understanding and experience in child participation, International and national child friendly documents.
· Should have experience on similar works before and come up with recommendation of doing same;
· Have a good working relationship on delivering a quality document timely and addressing the key stakeholder’s comments and concerns;
· Fluency in English and Amharic
