Job Summary:
The Capacity Development (CD) Officer is responsible for planning, implementing, monitoring and evaluating Capacity Development activities of the assigned SIPED II project as per the terms and conditions of partnership agreement.
In conjunction with other SIPED II staff, s/he is expected to plan and follow-up the implementation of system strengthening – training, mentoring and other capacity development activities of the project and ensures the process quality is maintained. Particularly the PO will be responsible for proper documentation of the SIPED II activities and processes and that lessons are documented and shared with a wider stakeholder group.
Specific Functions and Responsibilities
Job Responsibility # 1: Project Planning and Implementation
Ensure that system strengthening (SS) program activities are planned and implemented in accordance with the procedures and principles as adopted in the general frameowkr set by Pact ;
Prepare comprehensive and detailed terms of reference (TOR) for technical services
Play an active role in the provision of technical support and in the procurement of technical assistance through consultants and purchase orders in accordance with Pact policies and procedures
Monitor work undertaken through partner CSOs, government counterparts and consultants
Job Responsibility # 2: Monitoring and Evaluation
Conduct system strengthening assessment and re-assessment of partners for proper system strengthening interventions
Document SIPED II key activities and processes and lessons learned for learning and sharing
Ensure that system strengthening program receives the necessary professional, administrative, financial and grant related support for successful implementation of program activities according to the approved plans and schedules;
Conduct continued monitoring of system strengthening related project implementation and budget utilization status of partners and ensure that it is done in accordance with terms and conditions entered with USAID, other donorsin general and specific work plan
Ensure all the learning of our system strengthening activities are documented as per the projects MERL plan and shared to a wider audiences.
Job Responsibility # 3: Capacity Building and Technical Support
Provide capacity development technical support to Pact Ethiopia projects in the implementation and oversight of capacity development related activities.
Contribute to Pacts’ effort of developing and maintaining partnership with partners
Oversee material development, delivery of the trainings and mentoring exercises planned to be provided to partners and ensure all quality assurance mechanisms are in place and are used.
Support the documentation of the implementation of the capacity development activities
Organizes and facilitates training and mentoring sessions and provides closer technical and logistics support to consultants involved in the process
Job Responsibility # 4: Representation, Documentation and Reporting
Establish and organize proper documentation system to collect and hold substantial information about the projects;
Submits reports on project activities and other matters in accordance to the schedules and formats
Job Responsibility # 5: Other functions
Perform any other related duties that may be assigned to him/her by the supervisor
A/ EDUCATION/TRAINING: BA/MA in Management, Economics, Social Sciences or related field.
B/ EXPERIENCE:
At least 5/3 years of relevant experience
Knowledge and experience of working with civil society in Ethiopia
Experience with facilitation and capacity development is essential
C/ TECHNICAL SKILLS:
Experience in managing and administering programs/projects;
Ability to develop and maintain strong relationships with partners;
Fluency in written and spoken English;
Excellent written and oral communication;
Ability to perform and prioritize multiple tasks and work under pressure;
Proficiency in word processing, spread sheet and DBase skills.
