Job Summary:
Under the direction of PHEM Directorate Director of EPHI, the HIV case base surveillance (CBS) Data Manager is responsible for overseeing and managing data inputs and outputs of the HIV surveillance database. The Data Manager monitors processes and progress, identifies data problems, implements solutions and procedures for improving data quality, and participate in disseminations of periodic reports. The Data Manager is expected to work closely with the ICAP and CDC surveillance team members and other partners.
Duties and responsibilities:
· Design surveillance database and establish electronic reporting system
· Receive weekly surveillance data and line lists for immediately reportable diseases from all regions and sentinel sites and provide weekly feedback to regions
· Ensure the required surveillance completeness and timeliness
· Compile, recode, clear and enter surveillance data to database
· Ensure the quality of these data by collaborating with sources and identifying major sources of errors
· Analysis of data for surveillance and their presentation in tables, graphs and maps
· Provide training for regional data managers
· Ensure the availability of surveillance database at all levels
· Conduct supportive supervisions to regions
· Provide statistical guidance to the division staff on the collection and use of surveillance data for early warning
· Participate on sampling and other techniques for surveys
· To be on call for emergency duty at the Emergency operation center (EOC)
· Willing to work other areas as assigned by the head of the center
· Prepare field report to the team leader and directorate after each field work
· Master degree in Statistic/Health Informatics/Biostatistics
· More than 10 years of experience in data management
· Proficient in preparing data collection tools, data entry, cleaning, analysis and interpretation of epidemiological data
· Excellent interpersonal and organizational skills and the ability to prioritize under pressure
· Excellent verbal and written communication skills
· Advanced skill in statistical analysis tools including EPI info, Microsoft Access, SPSS, and Stata
