Terms of Reference: Review of the Effective Coverage of Older People in Ethiopia’s Social Protection System Qualitative and Analysis of the Impact of the Productive Safety Net Programme (PSNP) on Older People
Background:
The HelpAge Global Network brings together a wide range of organisations and individuals working to promote the rights and meet the needs of older women and men, nationally and/or internationally. At the core of this network are civil society members, who work with older people around the world supported by HelpAge International (HelpAge henceforth) as their Secretariat. Together, our vision is a world in which all older people can lead dignified, healthy and secure lives. Everything we do is directed towards maximising positive impact for older people.
In Ethiopia, HelpAge is collaborating with Ethiopian Elderly and Pensioners National Association (EEPNA) to facilitate the achievement of interventions that promote the inclusion of older people in the social protection programs and improves accountability of service providers and policy makers.
Justification for the study:
In continuation of the current support provided by HelpAge in strengthening and expanding Ethiopia’s social protection system through evidence-based advocacy in collaboration with its partner EEPNA, HelpAge plans to conduct a study on the legal and effective coverage of older people in Ethiopia’s flagship social protection programs. The study will further review issues related to the implementation and impacts of the PSNP on older people.
Purpose of the study:
The purpose of this study is to map and describe Ethiopia’s flagship social protection programmes, gather sex-and age-disaggregated data (SADD) on the actual number of older people covered by existing programmes and analyze policy and coverage gaps with respect to social protection coverage of older people in line with the Social Protection Floor and the concept of universal social protection.
The mapping and analysis should include all major social protection programmes in Ethiopia, including, but not limited to, the Productive Safety Net Program (PSNP) in rural and urbans settings; social insurance/contributory pensions in public and private sectors; Community Based Health Insurance schemes.
Through qualitative research, the study will seek to establish evidence on the impacts of the PSNP on older people included in the programme and a range of domains from subjective wellbeing to food security and poverty, their experiences with the programme design and implementation, as well as intra-household dynamics in relation to the participation in the programme.

Budget and pricing
The applicant should submit a budget plan along with the technical proposal as per the details given in this ToR. The budget should be presented keeping in mind that the field work will take place in areas where social protection programs have been implementing.
