Context and Scope of the Position
Under the general programmatic supervision of the EPC Project Manager (Shelter/NFI), the general administrative supervision of IOM Gambella Head of Sub-Office and the direct supervision of the National Project Officer - Shelter, Gambella, the Senior Project Assistant (Shelter and WASH) will support the shelter and construction activities under the EPC unit and in particular within humanitarian Shelter and WASH program activities in Gambella
Core Functions / Responsibilities:
The successful candidate will specifically undertake:
1. In close coordination with the Shelter/NFI Project Manager, Shelter Officer, WASH Specialist, and field shelter and WASH staff,
support the coordination and implementation of IOM Ethiopia’s emergency, transitional, permanent shelter programming
including complementary infrastructure construction activities.
2. Coordinate with the Government of Ethiopia’s National Disaster Risk Management Commission (NDRMC) and the Administration
for Refugee and Returnee Affairs as appropriate to the humanitarian context for internally displaced and refugee communities.
3. Participate in the production/review of technical designs for shelter and WASH facilities in line with industry and humanitarian
standards including drafting of specifications and bills of quantities.
4. Draft technical guidance documents for unit program staff including tools for data capture.
5. Compile Information, Education and Communication (IEC) materials on local building culture, Building Back Better and owner
driven approach programming; draft documentation on lesson learned, prototypes and SoPs.
6. Liaise with Procurement, Finance, HR, and Logistics units in IOM Addis Ababa and at field level in pre-positioning construction
materials and monitor requests from field operations meeting required timelines.
7. Participate in technical shelter and WASH assessments in refugee and IDP sites including beneficiary identification and verification
8. Compile SoPs, recommendations and lessons learn for future project activities.
9. Preparation of site maps/plans for proposed shelter interventions
10. Conduct monitoring missions to verify technical interventions (Shelter and WASH) meet Shelter/NFI Cluster and WASH technical
standards and report deviations to the supervisor.
11. Coordinate and supervise work of junior staff in the unit.
12. Perform such other duties as assigned
