The 2030 Water Resources Group (2030 WRG) is a global public‐private‐civil society partnership. It was established at the World Economic Forum to support countries to drive action and develop solutions that will close the growing gap between water supply and demand. The 2030 WRG is hosted by the World Bank Group Water Global Practice. In Ethiopia, the 2030 WRG was invited in 2017 by the Government of Ethiopia to support the development of a national multi-stakeholder partnership.
2030 WRG- Ethiopia Engagement
Since March 2017, a local team based in Addis Ababa has been working with different stakeholders to set-up a multi-stakeholder partnership in Ethiopia. The team has since built a great network and strong relationships of stakeholders consisting of private sector companies, government (including ministers, state-minsters and directors), academia and international development partners. A hydro- economic analysis (HEA) for Ethiopia is currently being conducted. The HEA focuses on water-related sectors that might constrain growth and transformation in the country, which will build common ground towards establishment of the Multi Stakeholder Platform (MSP) and work-streams.

2030WRG is looking for a short term consultant to work with the team in Ethiopia to support the establishment of a multistakeholder partnership and workstreams for development of projects and programs to address water resource management challenges in Ethiopia.
SCOPE OF WORK
The selected candidate will have the following responsibilities/tasks and duties;
Stakeholder engagement: The Coordinator is expected to pro-actively reach out to and engage with technical/medium-level stakeholders from the public, private and civil society sectors to strengthen 2030WRG’s relationships in the country as well as in establishment of workstreams for project development.
Support establishment Multi Stakeholder Platform (MSP) for Ethiopia: The Program Coordinator will assist the 2030 Ethiopia Country coordinator and project development teams. S/he will build momentum in convening stakeholders to develop projects for sustainable water resources management in Ethiopia. S/he provides coordination and network leadership towards building the MSP and work-streams that are focused and goal oriented.
Support the roll-out of 2030 WRG work-streams: Based on the Hydro-Economic Analysis, work-streams will be identified, established and rolled-out. The Program Coordinator will be active in coordinating, organizing and facilitating work-stream workshops/meetings, design work plans (together with the project teams), drafting project documents such as concept notes, and report work-stream progress. These thematic work-streams, should be championed via the MSP and led by the public sector, private sector and CSO.
Collaboration with World Bank teams – the program coordinator will work closely with several World Bank Group staff in developing projects and programs and seek opporutnities for collaboraiton and alignment with bank policies and procedures where applicable.
SPECIAL TERMS & CONDITIONS / SPECIFIC CRITERIA
Reporting
The short term consultant will be based in Addis Ababa, Ethiopia and will report to the Ethiopia 2030 WRG Country Coordinator (based in Addis Ababa) and will work closely with the 2030 WRG Africa Senior WRM Specialist (based in Nairobi) and other 2030 WRG Ethiopia Project Team members.
Contract
The initial Contract is to June 30, 2019 with a probation period of 3 months. The Contract is renewable annually subject to satisfactory performance of the STC and evolution of the scope of work and needs of the project. The maximum working days are 150 days a budget year.
Job Requirement
The preferred candidate for this position will have the following qualifications and work experience:
Advanced degree in Economics, Business Management, Engineering or Environmental Science.
8 years’ experience in program management, Project/business development in multi-stakeholder environment.
Strong private sector experience in Ethiopia and strong interpersonal skills and ability to develop and maintain effective relations with Private Sector stakeholders.
Strong project/program design skills – ability to design the national 2030 WRG program and facilitate project design in collaboration with stakeholders under the work streams.
Previous experience working in in the development sector is an advantage
Strong coordination and organizational skills: Excellent organizational skills (for multi-stakeholder meetings, work stream meetings and workshops/meetings, Strong sense of initiative and responsibility.
Entrepreneurial attitude with ability to identify and develop new opportunities outside of immediate scope of work.
Excellent writing and presentation skills and fluency in English, Amharic is a prerequisite.
