Objective of the Programme
The Land Investment for Transformation (LIFT) programme is a five year programme that has been developed by DFID and the Government of Ethiopia with the objective of improving the incomes of the rural poor, through support to the Government of Ethiopia in the implementation of second level land certification (SLLC) covering 14 million parcels, introduction of sustainable land administration systems, and the use of the Making Markets Work for the Poor (M4P) approach to leverage the economic benefits of increased tenure security. Currently in its second year of implementation, the LIFT programme is expected to be completed by 2020.
Currently the programme is seeking to appoint a Rural Land Administration System (RLAS) Lead to fill a vacant position at LIFT Head Quarter (HQ) OfficePRINCIPAL RESPONSIBILITIES AND DUTIES
1-Overall duties and responsibilities
2-Coordinate and lead the RLAS Implementation performance in all LIFT programme woredas
3-Preparation of analytical reports on rural land rights transfers on regular basis (monthly basis):
4-Coordinate and lead the enforcement of the RLAS Memorandum of Understanding ( MoU) signed between LIFT and the Regional Rural Land Administration Offices (RRLAOs)
5-Assist the Regional Land Administration Offices (RLAOs) to update and modify the processes related to multiple land right transactions
6-. Coordinate and lead the continuous updating and proper functionality of iWORLAIS (the computerised programme to record land rights transactions) in all programme woredas
7-Organize multiple RLAS training sessions for the Regional and Woreda Land Office experts in close coordination with the Regional RLAS Coordinators;
8- Supervise, manage and support the RLAS Coordinators to ensure a high level of performance is maintained.
9- Accomplish other duties and assignments given by the Land Coordinator (RC) and senior LIFT management staff
Duration and Nature of Appointment: The initial appointment will be for 6 months with a 45 days probation period and potential based on the satisfactory performance
