Job Summary:
Under the guidance of Emergency Operation Center (EOC) and Case based Surveillance (CBS) Adviser, the EOC and CBS officer support the implementation the HIV case-based surveillance activities and technically assist the establishment of regional Emergency Operation Centers.
Duties and responsibilities:
As an EOC and CBS Expert of ICAP -CU in Ethiopia, the incumbent will have the following responsibilities:
· Actively work with the central and regional ICAP SI teams, and partners including CDC, EPHI and Regional Health Bureaus in cascading the HIV case-based surveillance system in in selected health facilities
· Strengthen capacity of EPHI and RHB/RHI in follow up and provision of support to Regional and Zonal PHEM teams through focused joint supportive supervision
· Follow up collection of quality surveillance data through secured procedure and entry of the collected case report forms (CRF) to the database.
· Provide technical assistance and supervise HIV case-based surveillance activities at regional, woreda, and health facility levels
· Participate in data management, analysis, and dissemination of surveillance data through standard reports and publications, special reports and fact sheets, slide sets, and presentations; and respond to special data requests
· Track the progress and prepare HIV Case based surveillance progress reports
· Take an active role in the baseline assessment which is conducted prior the establishment Emergency Operation Center (EOC)
· Support the establishment and scaling-up of Emergency Operation Center (EOC) for high viral load tracking
· Provide technical assistance on data Analysis and visualization to regional EOC
· Assist the Regional EOC & SI team in knowledge management activities, archive reports, and document, analyze, share and use lessons learnt
· Build the regional capacity on data use for evidence-based decision making
· Represent ICAP-Ethiopia in different forums when assigned by the supervisor
· Undertake other activities as assigned by the immediate supervisor
· Assist in compiling monthly, quarterly, semi-annual and annual activity reports.
Qualification and experience
· Masters of Public Health or masters level degree in a related field.
· Minimum Eight (8) years of experience in HIS, research, survey and public health surveillance
· Experience in provision of training, mentoring, organizing and conducting training.
· Experience in HIV/AIDS epidemics investigation and response is an added advantage
· Incumbent needs to have basic computer skills in Epi info, SPSS, STATA, and experience in database management
· Excellent interpersonal and coordination skills
· Strong oral and written skills in English
· The incumbent may be requested to spend most of his/her time on a travel.
